the hereby notification is to warn your offices that the Kusari license to export restricted products to the Taus has recently changed.
This license do not cover Plutonium and H-Fuel anymore as the Kishiro Technologies, Samura and the GMG now detains the exclusive to deal with these goods.
If not interested in this license anymore, owners can ask to have it revoked and their deposited cash account will be refund.

You say that these people aren't allowed to be exporting Plutonium through the Taus, but I'm getting vibes that you mean this universally.

I suspect that you're going to expand this to mean that only Kusarians can carry plutonium anywhere, period, with all unlicensed transports from other houses are being unilaterally declared "illegal."

Please corroborate or repudiate my assumptions in this matter.

You are more than welcome to transport Plutonium, and H-fuel for that matter, to your bases. You are not allowed to transport that Plutonium and Hfuel through Kusari or the Taus. The GMG has made an agreement with Kishiro giving Kishiro exclusive rights to transport H-fuel throughout Kusari and Liberty. We in the Kusari government intend to enforce that legally binding agreement. Ambassador Holiday, while I understand your concern, you must understand the legal situation at hand. As I said, you are more than welcome to transport Plutonium and H-fuel to you bases, you just may not transport it through Kusari. I would recommend getting in touch with Kishiro, who have more than enough shipping capacity to keep any Zoner bases supplied, and at a fair cost as well.

The Kusari State Police at the Akita Border Station checkpoint will now be refusing Republican's shipping rights within the Honshu system, essentially blockading Rheinland's HFuel supply lines. To compensate, the Guild will be establishing temporary supply lines between our main fields in the Sigma-19 Hiryuu Cloud and Gas Miner Naha in Sigma-13 in order to make larger quantities of HFuel available to Republican Shipping.

Thus, I instruct all Republican vessels to temporarily use Gas Miner Naha to procure HFuel for distribution to House Rheinland. Storage space should not be an issue, as the Sigma-13 nebula once supplied all four houses. Unfortunately, amenities aboard the Naha are limited, for this I apologize.

As for Plutonium, shipments by the GMG Trade Division and ALG from Helgoland will have to suffice until a permanent solution is reached.

I am a bit disturbed by the rhetoric being used in your last message. Any indication that the Kusari government is blockading Rhineland is absurd. What we are doing, is enforcing a legally binding agreement between the GMG and Kishiro. You made a deal with the Rhinelander's and with the Zoners, without any consideration for Kusari law or the agreements you have made with Kishiro. Now, I am not here to lay blame for anything, we are well beyond that, I am here to answer questions about Kusari law. I will also make the suggestion that a reasonable solution to this situation would be to make the trade lanes from Okinawa to the Sigma 19 jump gate an exemption zone, allowing the movement of restricted goods between the Sigmas and Okinawa. The problem is, that even after repeated requests to the GMG for a resumption of talks on the Treaty of Okinawa, the Kusari government has not received one response. An exemption zone would not be able to be setup without, as I stated in a previous communication with the GMG here, http://discoverygc.com/forums/index.php?sh...ic=58035&hl= and I quote " resumption of discussions between the GMG and the Kusari Government on the permanent legal status of the GMG in Kusari and the Sigmas." The Kusari government in fact, even gave permission for a Kusari Military Gunboat to be sold to the GMG in hopes to restarting talks, all to no avail.



The Kusari Government, once again, for the benefit of all parties involved, asks the Guild to come back to the table finalize a document on the status of the GMG in Kusari and the Sigmas.

Konnichiwa Taz, GMG, RepEx and DSE. I am Hokani Matsuo, CEO of Kishiro Technologies.
We will now discuss the changes that have happened since contract between Kishiro and GMG was signed.
The contract, available to any interested party can be seen if you approach our or GMG's offices and we will not discuss should this contract be signed here. It was signed in best faith between GMG and Kishiro Technologies.

Kishiro Technologies is for years trusted cooperator of GMG's strategical and economical plans. From the Okinawa system, planet Miura to their highly advanced Gas Miners that are yielding the very material we are discussing here. It is a bond that won't easily be broken, but a bond that needs to be cherished for it brought us both prosperity.

The old council of Kishiro Technologies was obviously asleep since no efforts to actually make the old GMG - Kishiro agreement valid were made. The new Kishiro Technologies leadership recognizes where profits lie and where future of Kusari lies. And we are doing what some great corporations like Ageira have been doing for ages. Protecting our interests.

To address DSE:

Konnichiwa Aliester Brown. I hope you are doing well. We are quite happy with the progress in Okinawa and hope that our gate to sigma 19 will be completed soon. However I do not see why does this overly concern you. Plutonium comes from Okinawa and gets to Liberty by Kishiro and GMG transports daily. The steady flow of the commodity has been achieved and our escorts are safe.

DSE transports have no business in those deliveries. This is what signing of contracts does. Same way as Zoners have made a deal to export it to border worlds, same way that RepEx can export it to Rheinland.
I am sure you are familiar with this as it is no different from Ageira's contracts for gate / lane parts and boxes.

To address TAZ, Doc Holiday and to RepEx:

Konnichiwa to you Doc Holiday, Gutten Tag to the RepEx representative, who is silent yet listening.

In the current moment there are two things unresolved. One is passage of foreign ships from Okinawa to outside the Kusari. The other is the GMG's agreement with Kusari. As a councilman of the Kusari, I am aware of both.
Both Kishiro and GMG are hoping DSE and Ageira will finish the Gate being constructed in Okinawa as soon as possible, to avoid future problems like this, and in the meantime we are willing to compromise.

However we are willing to achieve a compromise here as soon as GMG and Kusari start to finalize their agreements.
The compromise we will offer then, and hopefully by then I mean in next few days would be to allow the transports that have a deal with GMG to fly legally above the Honshu (//you know what i mean)) to the desired Sigma Gates. Until the gate from Okinawa is built connecting it directly to Sigmas ofcourse.

Once GMG and Kusari start to resolve and finalize their agreements you can consider the path open.
As a .. How would foreigners say.. "Fresh!" council member, I was fairly surprised that Kusari and GMG have unresolved issues still. This is something very important to me for more than two reasons. I am from Kusari, my company is very closely tied to Kusari as well as GMG, and I want them both to prosper, but not at each other's expense.
