Missions, as far as I am aware, is the only way to get there.

As said, missions for the militaries and especially guard as there are no bribes for them. For Liberty Navy, the missions in Ontario at Fort Severn are the most convinient for me.

You need about 40 missions.

Kill two LPI NPCs.

You have to do quite a lot of normal Liberty Navy missions, as they're aren't any Navy Guard missions.

There are some tough ones though in Quebec. And there are only about 3 types, so its usually the same thing over and over again.

Also, it provides some nice peace and quite. No interupting pirates ect...
