went to the one infront of malta with OC dread and One in Honshu with Kusari.
i did do it to char on a different acc. moments ago. (if that amtters?) and it worked fine.

This might sound stupid but did you try on the Buy Ship screen on base? I believe it only works there? Maybe try the other shipyard in Kusari also?
