During a patrol concluded yesterday (19.03.818), we've run across an unknown class of fighter, flown by an automated AI core, with registration codes and weaponry pointing to Outcast affiliations. The individual flying the vessel introduced himself as Doctor Dennis Jameson, a high-ranking Outcast (or as he referred to it as Maltese) politician and the leader of a group only faintly to be found in our databases, the 101st Ghosts of Razgriz.

He pointed out that his task was a mission on mere diplomatic grounds, more specifically, to "reinforce a foundation that we've already lain". Upon asking him to elaborate what that exactly stands for, as I've personally never heard of any dealings with Outcast entities, he mentioned that I should "ask my (your) police force".

That is the reason why I am sending this transmission towards your direction. The Outcast representative mentioned other things, deeper going into the grounds of diplomacy than I would have expected on the field. It seems as if there is some sort of... collaboration going on between the two organizations already, one that entirely slipped the attention of the Rheinland Military High Command, as well as the majority of the Kanzleramt, we have reasons to believe.

With all due respect, I would like to ask on behalf of the Rheinwehr High Command, for a throughout explanation regarding this case, starting with acknowledging that this individual was indeed a high-ranking Outcast representative himself. In order to gain a full understanding of this... situation and not just following traces left in the dark, please inform us on what exactly happened regarding this case and what further actions you are planning to take.

But there is no point in avoiding the issue at hand with pleasantries. I do not believe that hiding behind a fortress of lies would do much good, especially when the possible consequences of that are unthinkable, so I shall move straight to the truth.

For the last few months, I alone have been negotiating with the Outcast Nation, after being contacted by one of them concerning a possible deal. The Outcasts have recently withdrawn support from all unlawful presences in Rheinland, and now instead focus more on their brothers, the Corsairs, and the other Houses. This change in allies means that their presence in Rheinland has been significantly reduced, with most of the remaining numbers being smuggling ships, heading for the systems of our enemy.

I see no problem in now opening up negotiations with these drug smuggling "people", if their DNA still remotely resembles ours. Despite our often denial of the fact, the Outcasts are powerful. And these talks could lead us towards neutrality, so we can focus on more important matters. Their Cardamine could poison Liberty from the inside, allowing the Kanzler and the mighty Rheinwehr to move in and "clean up" the remains. Let us call it breathing space.

I may sound somewhat, for lack of a better word, crazy for putting these suggestions forward. However, I am confident that these negotiations could lead to a better Rheinland. A better Rheinwehr. A better Polizei.

Before I begin, allow me to present my apologies for not being able to reply yesterday even though I realize the importance of this matter, but we had a major operation directed at the Libertonian war front at that time.

The evidence you presented was most... shocking, I admit. Especially due to the fact that these dealings have indeed been going on in utmost secrecy, which makes us grow even more suspicious. This communique has been forwarded to the Rheinland Military High Command and is undergoing analysis and discussion as we speak. The standpoints are mostly divided, as (forgive this notion) we have a large portion of National pride to consider. Regardless, I will note that we are discussing next steps in a not necessarily negative direction, for now we have agreed not to shoot or arrest any Outcast-affiliated individual loitering in Rheinland, assuming they respect the laws issued by the Kanzleramt.

Our updated directives and unified opinion will be forwarded back on this channel, please remain patient until this fragile matter is given a throughout discussion. Needless to say, this matter has to be kept highly confidential until further steps have been considered.

Before I sign off, I would like to ask you to excuse this personal remark, but I will note that I stand against a proposition to support such... "biological warfare" concluded against even our worst enemies. It's civilians we're considering here after all, and a cardamine addiction is something I wouldn't wish upon President Powell himself. I realize there is more to this "deal" than that, but this specific part, allowing cardamine to flow through Rheinland is what gave me personally the hugest shock of all.

With respect, Herr Voelkel, I am sure that the Rheinwehr keeps many secrets from the Polizei. Most likely several of these are on the same scale as the current matter at hand. For all I know, you could have negotiated with the Gallics for wine in return for weapons. *Chuckles* Unlikely, yes, but it illustrates the secrets held between our respective sides.

However, I shall remain patient while you consider the possibilities opened by this deal. I do ask however that the negotiations are not taken out of my hands, as I do not believe a change in negotiating parties would serve a good purpose at this stage...

The Rheinland Military High Command discussed the case with utmost care, and decided to enclose the matter with a rejection of the diplomatic ties your assets proposed.

As I mentioned before, the views regarding the subject were divided, although almost everyone was against the cooperation with these outlawed entities, due to the fact that the Rheinwehr is not willing to side with individuals who disregard even the most basic human rights, chiefly with their widespread influence of cardamine trade and other terrorist organizations. The Rheinland Military will never resort to collaboration with terrorist organizations, pirate groups and smuggling rings.

The Rheinwehr agenda of dealing with Outcast entities or their assistants being present in Rheinland space will therefore, not change. Outcast combatant vessels will be halted and escorted out, destruction will be employed if they refuse to follow the given orders. Smugglers transporting cardamine, even if they go towards Liberty, will be stopped, their cargo will be confiscated and the crew prosecuted. Anyone found to be working against the Rheinwehr or in the assistance of Outcasts in the field will be dealt with equally.
