Me and Domino are mercenaries, and we were rather surprised to find Navy ships in Omega 7, allegedly there to pursue a "truce" with Rheinland. They were almost nonsensical, and it was obvious they were not legitimate representatives of the Republic of Liberty, so we decided it would improve our standing with you if we sent these ships back home... in pieces. They were bumbling and incompetent, and I have no doubt that they are impostors.

The Primary Fleet is not under direct command of the Secondary Fleet, due to frankly ludicrous reasons that I've yet to fully understand. However, even if they were, I'd certainly expect such ridiculous behaviour as you've highlighted to continue oblivious to the perverbial sledgehammer that would be looming over their heads. Of course, I would enjoy that, perhaps why they don't allow it. Yet.
There is currently very little that we can do about this kind of behaviour on the scale that it needs for the situation to become acceptable. But, there is one thing we might be able to do. Unfortunately, it would only apply to the two individuals you've highlighted there.
Thankyou for notifying us of this with all of the evidence enclosed. It's something that a lot of other civilians fail to do, for some reason.
