Would, say, a Gallic royal navy VHF at Rochester be out of its ZOI, and would it be reportable for this?

Yes, massively out of it's ZoI, heck if it leaves Lorraine or Languedoc, it is breaking the rules.
No, if you see it, you're allowed to simply shoot it down out of Xenophobia in RP, think about how your character would react to a new civilisation. Do what your character would do.
And yes, report them for it.

It sounds odd. But then, considering there are space monkeys in the game, I think there could be some reasonable explanation for it.
It isn't specifically mentioned in the GRN ID that they can't go outside Gallia...but if you look at http://discoverygc.com/forums/index.php?showtopic=43947 you'll see that they aren't supposed to.
By reportable I assume you mean has the player in question broken a rule. Well yes, but it could be a player who hasn't read that rule thread and is relying on the ID to determine his actions.
Would it be OORP to shoot it down? Depends. Did he question your parentage?
There are other avenues aside from
1. reporting
2. shooting

I was going to comment about how could an in-game furry find a gallic and go all xenophobic on it's butt, but I won't.
