Konnichiwa respectable Liberty Police.
I am filling a formal complaint regarding one of your officers, Raider480, spotted after a jump from Kyushu to New Tokyo by one of our police patrols guarding the gate.
It seems this pilot was not even aware of the proper protocols to handle a situation like this.
He proceeded toward the lanes as if everything was fine without even hailing the Kusari Police officer in order to eventually "ask" if he could fly through Kusari space given that no authorized Liberty operations were granted from the Kusari Naval Forces High Command.
Our patrol promptly disabled the trade lane ring in order to have some talk but the Liberty Police officer engaged his cruise engines and started gaining distance.
At this point our patrol issued the order to shutdown the engines only to receive answers in return like "why?" or "I have done nothing wrong".
Our patrol was forced to fire cruise disruptors.
Failing to disrupt his cruise engines he started a chase until Shikoku where, after having escaped, he showed not to have any respect for Kusari Police officers doing their work. See attached evidence 1 - 2.
If this situation will not be addressed we will account Raider480 as a rogue pilot and he will be judged according to Kusari laws paying for his insults with his blood the next time he enters Kusari space.

We of the LPI strongly avow that we do not send our officers outside of their Jurisdiction. We heavily stress in our training programs that other nations sovereignty must not be violated, this includes Border World systems that separate our houses.
Indeed, consider him Rogue. If he shows his face again, seize his ship and imprison him. Perhaps a stay in Fuchu prison will cure his attitude problem.
If he resists arrest, it would be his misfortune to do so.
Please, also pass this info on to the KSP, along with my respects.
I would also like to apologize in the delay in responding. We have been quite busy dealing with a mercenary problem that has befallen Liberty as of late. Perhaps we can speak on that matter at some length in the future.
