Title Pretty much says it..
-Uses Freelancer IFF
-Player must mount it on a Spatial or Exploration ship
-Only Civillian/Codenames weapons allowed

People will simply use the Researcher ID to get away from the restrictions on this new ID. Plus Researchers can explore and do a heap more other things and use more vessels then the one on your proposed ID. So yes, in part there is already an ID out there that does this and more.
