In this case, Unione Corse requesting for Council Very Heavy Fighters and claiming them as scrapped salvages or something, since they just are old models of the actual Royal fighters.

Best to do diplomatic RP talks on forums to show the transfer of it. They may be unofficial, but since there is no official faction there, they have the biggest impact, and having their support won't hurt.
