Dear Madams and Sirs,
due to a severe violation of the No Fire Zone around Freeport 11 by BHG| vessels enriched by open hostility towards our vessels and the Freeport itself the Committee of the Zoner Alliance is hereby issuing the following resolution, in order to curtail further escalations and hostilities between the BHG| and the Zoner Alliance:
1. No BHG| vessel is allowed to enter the No Fire Zone around Freeport 11 for two weeks.
2. No BHG| vessel is allowed to enter Omicron 74 for the same duration.
3. Invidivual captains of the BHG| disregarding this resolution will be treated with a permanent denial of docking permissions at all Zoner bases in Sirius.
4. This temporary measure is starting with the timestamp of this transmission.
The communication logs influencing our decision are attached. In case that you should need visual evidence as well we could provide plenty of it of course.

In and of itself that's an amusing contradiction in terms, because you folks never have seemed to get along with each other anyway, but anyway, on to the rather interesting topic at hand...
Specifically, of course, my concern that your people seem to have decided to join forces with the Outcasts and the Nomads, at least those out in Delta. Perhaps the attacks that the Nomads have staged out here have had an adverse effect upon someone's mental processes. Without studying those people at Atka or someplace secure, it would be difficult to tell.
However, I can only assume that SOMEONE is infected by either cardimine or by Nomads.
Otherwise why in the name of Eris and all that the TAZ hold holy would you attempt to harbor Nomad remains instead of simply handing them over to those people best suited and with the claim that is legally binding to study them, which specifically is the Core?
I know you folks have issues with the duly constituted and legitimate governments of the Houses of Sirius, which is why you turned your backs upon them. I can appreciate that, even.
But I cannot and will not stand idly by while your people refuse to cooperate with us when we were being quite reasonable. We have always respected the Zoner NFZ, even when it was used to shelter those that should not have been there. But at the same time, we expect the same respect to be given to us. So if you feel that you have a strong enough defense force available to repel any Nomad attacks, especially those upon the Freeports... well, I hope you have plenty of body bags.
Oh, and by the way - since someone came by Dabadoru and let fly with a few missiles at our facilities there that caused a minor power fluctuation, but no other damage ... that really sounds like a militant and not one of the noted neutral Zoners that we know and love. I'd suggest that this person watch his back very carefully for a while...
Some of our ships were already docked at Freeport 11 - they'll be moved as soon as possible, in compliance with this directive. We'll make arrangements for an alternate route to avoid Omicron-74 as well.
And while we're at it, for the the next two weeks, we'll also avoid helping your ships defend Freeport 11 should anything big, ugly, and blue comes a calling, too. Good luck, you're own your own, and good night.

I am disturbed....very disturbed...when reports like this come across my desk. I just had a long chat with Commander Tucker of the [TAZ]Templar.Gimmel and he shares my feelings. I have also read the transcript of the Freeport 11 incident.
It is claimed that we harbor Outcasts in our bases. If we had a credit for every claim of "harboring the enemy" we received from everyone, we could buy all of Sirius. Corsairs claim we harbor Outcasts and Bounty Hunters while Hunters claim we harbor them. Liberty and Rheinland claim we harbor fugitives of the other's military at Freeport 2. I could go on but I have made my point. I have also had rivals gambling at my card tables. Fact is, those bases are a place for all, regardless of affiliation. It is unfortunate that people snipe at us for it.
So this whole thing that took place was over some Nomad remains in a Zoner ship. A pity indeed. As if their aren't enough of them to go around in that sector of space. And since it is shared space with Zoners, Bounty Hunters, the Order and Corsairs around, no one can claim them.

I found it amusing that someone thought that I must be infected for researching the Nomads. You can rest assure that I am not. Much of my research done here on my ship is done on dead specimens and some info I have been passed from others. My goal is to understand them and on several occasions, they have let me be. One thing I have learned from them, show them hostility and they will show it back. But to quote an old saying, "To each is his own."
Guildmaster DeVirgo, I don't seek you as an enemy. I have enough problems being close to threatening Gallic Royals. They chose us as enemies, not us choosing them. To them I say, "En pace requiescat."
I do hope that doesn't apply here.
In the meantime, I will stand with my Zoner brethren and honor the ban. Let us hope that after cooler heads prevail that we can move past this incident.

I too am disappointed about the events in Omicron Delta, however it's a stressful region of space so these things are bound to happen. I am also curious why your people absolutely refused to hand over some Nomad specimens. As you said yourself, that area is full of them, your people could have just as easily gotten more later when the Core wasn't around. I would never recommend that course, as the Core is highly trained in dealing with the squids, but regardless that line of reasoning could easily be turned right around on your people.
All of that is said and done. Let bygones be bygones I suppose. My interest is more in my region of space. You make mention of the Gallic threat. Now I can't speak for the whole Guild's intent on this subject, but if the Gallics turn out to be as big of a threat as everyone seems to think they will, there is a good chance that the Guild might be in a good position to provide extra security for your Freeports in the area. We already have a strong presence in the Taus and Bretonia and the Kusari Guild, which sees the least action of them all, would be more than willing to divert some pilots, ships, and resources to that area if we do form some sort of agreement.
All of this can of course be discussed in more depth at a later time, but I have a feeling that some of our Core boys would get into less trouble if they had more to do. The Order is not a large organization, so the Core tends to find themselves with a lot of idle pilots itching for action. The Taus might just provide that action. We'll see.

The Virulian Enclave hopes that the Honorable Bounty Hunter Guild facilitates to the requests of the Zoner Alliance, we understand the.. Difficult situation you are in, as you see yourself in the right when it came to the 'Nomad' specimens, but alas, the situation remains the same.
You have no right to ask Zoner personnel for those specimens, it borders on.. Wrongful duties, as it is the Zoners own choice if they wish to research the 'Nomad' specimens.
We have no wish for this to escalate further and we hope that we all will be able to co-exist yet again.

this is Dankien Moebus, Director of Trades and Supplies Department of Zoners Trading Consortium,
I am pleased to see that we have on both sides peaceful people of good will.
However I am afraid we also have very excited people who want an open conflict between zoners and bounty hunters. I think ZA, ZTC, ZDF and BHG have to take disciplinary measures inside their factions to calm down the situation. As far I know this situation is going worth every day.
Moreover we need to discuss about the right to collect and to claim nomads remains in Nomads worlds because it seems to be at the center of this emerging conflict.
As a director of ZTC Department I have no right to lead such negotiations but I invite our leaders Charles and Rachael to start such discussion with BHG high command.
I really don't see any reason to begin a conflict between our factions, we really all have better things to do.

Although we are very pleased by your announcment to abide to our resolution, designed to avoid further violence within the No Fire Zoner of Freeport 11, we would like to point out how crucial for the general safty of travellers at this troubled Zoner Freeport it is to behave in a way civilized humans usually do, although the Core business is brute, often cruel and mostly frustrating. We hope that your internal psychological reviews can still be improved to disable further disinhibitions of your worthiest members. The Zoner Alliance has tracked the conduct of your forces for a while now, and we are very concerned about the noticable brutalization we were only able to sense at first, to watch silently growing stronger, and to experience its full scale on our own prior to our resolution. We are also very concerned about the displacements and new deployments you have imposed on your fleet in Omicron Delta, since we believed that our resolution might wake up some good senses in your men, and yourself as well, but we had to learn as well that there are others who still care enough for their cause, the cause of us all, to help us, despite their temporary diplomatic difficulties with us Zoners.
Mistakes happened in the past, and the Zoner Alliance has had to put them straight now. We have to admit that we should have interfered much earlier and tried to teach your pilots some reason, but for a nostalgic and quite emotional point of view we have renounced from such an attempt because Zoners always knew that your lot is actually belonging to the good guys around us pursuing the bloody and demanding business of Bounty Hunters. On an individual level almost every Guild Member was always very professional, helpful and quite understanding, so if we are honest we have to admit that neither the Guild, nor Zoners should really afford a real confrontation, not even a stronger disturbance of our relations. Certainly, you might think that we do not need your services anymore because we have repelled the Nomad assault, as if summoned, on Freeport 11 yesterday with only a fifth of our forces, and by courteous help of third parties, who have stronger reasons than the Guild to leave us to our fate in Delta. But the truth is that the Zoners are forgiving, which is why we are still very optimistic to welcome the BHG| back at Freeport 11 again, once this necessary moratorium for your pilots has expired. We are nevertheless very glad that your fleet has not been harmed when leaving Delta just at the moment the Keeper assault took place. Any casualties on your side would have troubled us.
Perhaps your captains will understand within these two weeks that we Zoners react sensible when encountering your Makos demanding cargo from our smaller vessels, Nomad ship remainders which are mistaken for living creatures. We are not pleased to give in to such threats conducted by unlawfuls, so we are certainly not willing to give in to misguided members of your usually honorable guild, who have actually never behaved like this before. As much as we can provide we would always try to, and as much as we are able to understand we would listen to you, but our ears will remain deaf to further threats after this shocking experience. In the end it is up to you whether you want to doom both sides.
