There has always been some grey area concerning Cortez, Magellan, Kansas. It has been understood, before now, that these systems are netural. And the fine print of the treaty clearly states that if the MM~ are operating in protection of a client, then they are free to engage OUTSIDE of the treaty coverage.
Cooler heads should prevail, neither side in this wishes a repeat of the events that led up to the attack on Barrier Gate station.
