Does the Name Change Certificate let you change a characters name more often than the 1 per week limit? Like, for example, if you rename your character but make a typo, or decide afterward that the name you picked is stupid?

It's a relic from before we could change our own names in game.
It's useless, unless you find something to use it for RP wise, that's up to you.
