I would like to start this message off by saying that the TAZ understand and respect your position for the want of justice and hope that this communique will allow many favorable exchanges to resume between the Temporary Autonomous Zoners, Independent Zoners and the Bretonian people. Since we have departed from the Zoner Alliance our attention has been drawn to the incidents arising at Freeport 1 in Omega-3. For the Freeport it seems nothing less than a living hell and due to the chaos in the Alliance not much has been done in order to remedy this situation. We would like to propose that the TAZ and other Independent Zoners be allowed access through Bretonian space since we are not a part of the Zoner Alliance. The TAZ are also victims of the elusive Kashiwaba Tomoe's antics as in the past a great diplomatic issue was raised with her in the center. This led to the TAZ being banned from Liberty for a full week following Tomoe's swift Exile from our order. Quite a messy affair. So you can understand that we wouldn't support anything that would go against Tomoe answering for the crimes she has committed. We do not want to seem standoffish to our fellows Zoners in the Zoner Alliance, but we don't want to assume so much as to speak for them. I would guess that their desire would be very much like our own in this case. We respect the choices the Zoner Alliance have made. They were somewhat logical due to tension they have been faced lately. Though, we have another vision concerning the Sacred Chao. We Discordians think we have to speak to ease the tensions between the Zoners and Bretonia Kingdom. Our main concern now is the need to give Freeport 1 support, although we would like to "bury the hatchet" now if we can. Firstly, I am unaware of any "agreements" with the SCRA and the same can be said for all TAZ. The SCRA are merely neighbors who pass by much like all others. This idea has no real fact behind it at all. We are diplomatically neutral and plan to stay that way with the SCRA. Secondly, We understand that Bretonia has had interests in expanding to Omega-3 for some time now. Although, only recently you have claimed it as "Bretonia Sovereign Space" which is under your jurisdiction. This was not unexpected in the long term but that it has happened so quickly has taken us by surprise to be sure. Considering the chaotic nature of Omega-3, while we acknowledge and accept your intentions there we would like to retain much of our freedoms with Freeport 1 in terms of security. Namely the restriction of capital ships in and around the Freeport. We need to protect ourselves from any elements that would seek to do us harm and if we cannot rally our larger security vessels than that puts us at a disadvantage. I'm sure you can understand why I ask this considering the state Freeport 1 has been in since so many consecutive attacks against it. We would of course respect your wishes and refrain from moving what you consider to be contraband in Omega-3. Although I cannot vouch for the entire Zoner community on this. As for Zoners working independently, they will be considered neutral to Bretonia. While there is no formal treaty of terms between those Zoners and the Kingdom of Bretonia, for obvious reasons making it impractical, Zoners as a whole will be held to abide by some of these terms. Specifically those related to the use of capital-class ships within our sovereign borders, as well as the clause concerning illegal acts. Mr. Caudill, I'm pleased to hear of your organization's acceptance of these terms. As for your concerns, you needn't worry, for the Kingdom of Bretonia already considers your organization as a separate independent entity within the Zoners. Mr. Triton, while I can understand your hesitation, pretending to be innocent will not help us put this situation behind us. You can claim no collusion with the Sirius Coalition Revolutionary Army, evidence we've gathered says otherwise. This evidence comes directly from Freeport 9, as such, we consider it reliable enough to factor into our decisions. It may have seemed surprisingly fast that we claimed sovereignty over Omega-3, but that is because of the denial among some Zoners that Bretonia already held sovereignty over Omega-3. This is irrational in the face of the fact that both Liberty and Rheinland have supported our claim of sovereignty over Omega-3 since King William the Third claimed the system during the 80-Year War. Further evidence of that fact is that your own founders, Samuel Nichols and Doc Holiday, were the ones who proposed and negotiated the treaty of Bethlehem, which included clauses regarding the purchase of Bretonian property.. The space around Freeport 1. The original transcripts of those negotiations are available if you wish to see them. As to the positioning of capital-class ships at Freeport 1, we anticipated that the Zoners would wish to retain the right to bring large ships to and from Freeport. As such, we would be willing to keep a list of Zoner capital ships that are stationed at Freeport 1. Along with that, Zoner capital ships may move to and from Freeport 1, so long as they notify any Armed Forces, Intelligence Service, or Police Authority vessels if any are available, when doing so. This will only allow for the movement of those ships within Omega-3, and cruisers and above will require prior permission before entering the Bretonian Core, even if they are heading to Freeport 1. -Ambassador John Felling
