As MD says, you can still get a barge, but they're sold on an admin base.
Send in your request, get your money together, and patiently wait.

You're not going to just sluff off and ask for a barge to trade in. Trust me, you don't want to. You fill out the normal SRP form.

Just went to the thread for the SRP form and it clearly says that an official faction has to send in the request.
Am I wrong?
