A rich guy who knows nothing about rules spamming the chat? Or misleading the newbies?
It can be done on a daily basis though. You know 10 million reduction and an admin approves it and it gets displayed on daily basis. Good for ship selling companies and codename sellers..
Or take for example LPI will be given access in the whole of liberty to display a console message.. Maybe for a bounty or something?

Everything can be abused and that shouldn't stop us.. even normal chat can be abused for spam. There wouldn't be much difference.

That is what local chat is for to avoid spamming of sys chat. In my opinion if implemented it should be admin controlled

I would say to not advertise it too much in-game, and let people find it on the forums.
