Konnichiwa honorable KNF High Command,
My communication today is regarding the operations of the officers of the KNF unit 113. Today while moving refugees from Holman base in Tau 31 to Planet Holstein, I was stopped by three ships from your 113th, who then proceeded to give me 10 names off some supposed list given to them by KNF high command, they then demanded that I turn over 40 refugees from my cargo hold. Now, I understand security concerns, and those of you who know me, know that I am very accommodating to the Kusari needs, but something about the way these officers demanded the refugees, and the fact that they told me they were looking for 40 people, but could only seem to give me 10 names made me very suspicious. When I take passengers on board my ship, they become my responsibility, and I have no intention of handing them over to some officers from some wing I have never seen, when they cant even tell my why or who they are looking for. When I moved for Roppongi where I could safely figure out the situation, the ships opened fire on me. I am have stayed docked here at Roppongi, and I have not let anyone off the ship, if the KNF is in fact interested in my passengers, you are more than welcome to send a team to Roppongi to pick them up, but for some reason this doesn't all add up, so I am not sure whether there is actually a list of people you are looking for.

If this was in fact a legitimate operation, I offer my sincerest apologies to the KNF, and will put myself forward to face any charges the Shogun and Emperor feel appropriate, but if it should turn out, as I suspect that these officers were not operating under orders of the KNF, I would request a full investigation into this wing, for kidnapping, theft and abuse of power.

I have the utmost confidence in the KNF High Command to untangle this situation.

I am forwarding the relevant evidence from my ships computers for your people to analyze. The names of the supposed passengers were Bob Bobson, Jacob Jacobson, Joe Macintosh and Amilia Kozwalski, I had never heard of these names before.

Our list of known criminals doesn't reveal Bob Bobson, Jacob Jacobson, Joe Macintosh and Amilia Kozwalski as such, neither for Michael Wilson. I hope that this has been a mistake from the 113th wing. You are authorized to resume your flight -untouched-, you've not committed any crime, as you can see here.

A full investigation will be started by a pertinent officer(s).

Honourable Vice President Otis Jethro, I can appreciate that this was a trying encounter for you.
I've met members of the 113th wing, and I apologise for any seemingly threatening behaviour from them. What may have appeared out of place to you, is merely the zeal that all of these pilots stationed at the edge so fervently 'burn' with. Being that they are such specialised pilots, and with the nature of the tasks before them; pilots of the 113th may seem affected by their work, to those unaccustomed to their company.
As it stands - I have been personally assured that the list held by the pilots involved was in fact a list of suspects. I can't go into what these people are suspected of on these channels, but suffice to say that: if you shared these suspicions you might well have fled your own craft given the danger they may represent, you are lucky that they were not on-board.
I hope this notice clears things up: the 113th are sanctioned by the emperor himself and any unknown subjects of investigations that they are searching for will be fairly dealt with. My immediate superiors have reminded the 113th to take greater care with identified legitimate traders and any disciplinary action has been taken.
