Esteemed sirs and madams of the Council of Ministers, I am contacting you to give you notice of a new policy Freeport 10 may enact regarding warship mooring. I have already spoken with Mr. Jameson about this, who responded favourably to the motion. I had promised to contact the Council sooner, but I've been indisposed by a slight fever over the last few days. The other purpose for this channel is so feedback and queries regarding the matter can be forwarded. As I told Mr Jameson, Freeport 10 simply does not have the facilities to properly repair anything larger than gunboat class vessels. We can refuel, certainly, but not repair. Which of course leads to the conclusion that there is little warships stand to gain from the Freeport. However, the fact that the purpose of many of these captains could be perceived by many as nothing other than staging for attacks, puts '10s residents in an awkward situation. Because of this, it is thought that banning access to the Freeport for all non-Zoner capital ships would be the way forward. Capital ships would constitute as anything larger than a gunboat in this case, and this can benefit the Maltese Nation in a multitude of ways too. A primary case would be that of the Bounty Hunter's Guild. Core capital vessels would be explicitly banned from operating anywhere near the Freeport, effectively securing your borders against their attacks. Given recent political fallout in the far-Omicrons, the regular Guild of all other ship classes may soon be banned too. Similarly IMG capital ships would be banned, among any others that operate in the area. All that would be asked in return is that Outcast captains were instructed not to attempt to moor with the station. Should this be passed, we would of course welcome the Outcasts in submitting evidence of any violations of this policy that you witness. In return, I would hope the Zoners of '10 could forward the names of Outcast warships who have been attempting to force mooring to yourselves to be dealt with. After all, a forced mooring against docking control's will stands a very good chance of damaging the station's docking apparatus. In practice this policy would mean if the IMG launched a raid on your capital system with their battlecruisers, then attempted to flee back to the Freeport once defeated, they would be turned away and asked to return to their own bases.
