The reason why I wanted to speak with you are the sudden changes within the Sisterhood just when I thought we were on the right track to get to know each other better. It was my tradition to always meet personally all subsequent leaders of Golden Chrysanthemums movements within Kusari, but recently other projects in Liberty consumed almost all my attention and time.
It was quite a surprise for me to hear that Hana Ken-san is no longer leader of your movement. Over two months ago she contacted me and we arranged a meeting in Shikoku. For your convenience I attach a transcript from our discussion.
I personally expected that after absorbing everything what we have talked about the Sisterhood will make a contact to discuss strengthening the cooperation between us, specifically to arrange new Cardamine convoys to Leiden. Instead there was a silence followed by an communication from our dear Outcast allies relying your request.
I will be honest, Musou-san. My colleagues were puzzled. Why did you choose to not contact us directly in the first place? Is there something about your request you are not telling us? Or maybe you simply do not share your predecessors sentiments towards our group? And finally, are all our preliminary agreements with Hana Ken-san invalid?
Once these questions are answered we will gladly discuss with you terms of our help with regard to your request. As a token of trust I rely you access to an early beta version of our archive containing previous communications and arrangements with The Golden Chrysanthemums. Archive is still at the early processing stage so it does not contain all resources related to The Golden Chrysanthemums, but it should suffice for start.

You. Even before Taisho Ai Takeda sought a formal alliance with The Lane Hackers we considered Golden Chrysanthemums our natural allies within Kusari. It is your Tea House where our professors first encountered Blood Dragons, back then your closest allies, and developed understanding with them, which in years turned into a reliable friendship. Now small wings of Lane Hackers operate in Kusari using both your and Blood Dragon installations as their remote bases of operations, as per multiple past agreements and negotiations. It is very sad though that during last years we have worked even more with the Blood Dragons than the Golden Chrysanthemums due to numerous internal instabilities within the movement. Though, truth be told, time was not kind for the Shogunate as well.
As for the Orange Treaty I believe you have mistaken my intention. All I wanted to do was to prepare a ground for Sisterhood of Dreams to receive this opportunity. While Liberty Rogues are brutes and savages there are many ways to deal with them. I believe you have majorly two options. You may either escalate tensions which may lead to an open conflict or use your influence to coerce them into obedience. Joining the Orange Treaty, should it ever happen, could be an opportunity to do it - nothing more and nothing less.
As for the flow of Cardamine to Leiden this is exactly why we waited for a contact from our dearest Golden Chrysanthemums. Should you decide to provide us with a batch of 20 000 metric units of Cardamine we will subside it by 5000 SC per unit, amounting to 100 000 000 SC in total. I believe this should suffice as an incentive to Golden Chrysanthemums.
Finally, we can naturally dispatch our team of software engineers and technicians on one of our Equivocator to the battleship in question. There is no point in discussing details when each Equivocator is capable of establishing direct connection with our research complex on Airdire Hideout. The closest window for this operation starts today in about 9 hours. The next one will have to be scheduled on a later date.

As you probably have been told the rendezvous point was set to Raiden Bend in Galileo where our Equivocator met with your scouts and escorts. The journey was interrupted by the Bounty Hunter Guild presence, but we arrived safely at Matsuda nonetheless. Leiden Equivocator is a prison liner we have acquired after battle for Red Deer station in Alberta.
