So, the most vicious, most wealthy or most influential are the ones holding the reins. With the Outcasts, I'm guessing power would be derived from the size of your family, the amount of land you own, and the amount of Cardimine your distribute/export.
Think the city states of ancient Greece and Italy. But without Athens or any direct democracy.

Chacellor Niemann from the campaign looks an awful lot like Hitler to me, and Rhienland's ships are so ullitarian... It just screams Nazi Germany to me, along with period-esque eagles in the equipment dealer on New Berlin. What constitutional form is it? I mean, they say gottkanzler (god kanzler)

No. You're just prejudiced, misinformed and take Rheinland as a stereotypical Nazi Germany, like a millions of Americans who automatically associate Germany with Fascism and China with Communism.
