As you of course know, you do not allow Kusarian vessels in your homeland territory. I am wanting you to make an exception for Interspace Commerce ships however. From a civilian standpoint Bretonia I can't say much. There are so many licensing systems in Bretonia I wouldn't be surprised there is one for your case....
