The Kempeitai is the Kusari secret service agency composed of special operatives and various theatre of operations commanders. Once it had connections within the Emperor's court and military back in the Imperial Kusari times. However those times of power are gone for the Kempeitai once the coup changed the face of Kusari a couple of years ago. Their top priority is to promote and protect Kusari's interests within and outside its borders. These interests include but are not limited to aiding the war effort against the Kusari enemies, eliminating criminal elements within the borders of Kusari space, promoting welfare and prosperity of the Kusari house and monitoring the lawful authorities of Kusari.

The Kempeitai agency have passed a serious blow of attacks from the new order, which was trying to reduce the influence of the Kempeitai in political scene. The Agency lost many connections within the government along with it's resources - both human and material. Many high ranked representatives became a target for many revealing media publications and courts for various crimes while it's material resources were confiscated and distributed to enforce the weakened Naval Forces after the heavy blow they took in the Tau wars.

The moment of weakness was actively used by the various elements intside and outside the Kusari who have attempted to destabilize the situation in order to expand own operations into Kusari House. In that situation the new government was trying to ignore the existence of experiences agents of secret police relying on the weak Naval Forces and Police in order to avoid sharing power to the organization that was backing the Emperor's throne.

In that situation of underfunding and lack of basic resources, bases of operations and fleets, the Kempeitai had to adapt to keep up with the Kusari's demand for it's services. The new form of organization unit was founded to operate with small groups of skilled and trustful pilots and agents in form of regional cells led by own designated field commander.

The Doku Hebi was the first one created by the commander Todo Ayakashi by the order of the central command unit on New Tokyo. He decided to base it on the distant and low populated planet Junyo and began to recruit various individuals both for special skills and for being trustful enough. That's how the first members, the SHICHIGATSU and SONOSHEE were recruited to his cell. The long way is ahead before the honor of the Agency will be restored and the trust will be gained again. But..

However the recent events have become a turn moment for the Kempeitai agency. The disappearance of Todo Ayakashi and few other high ranked Kempeitai officers few of which were found dead later under unknown circumstances have forced the changes. The command over the Kempeitai was, once again, concentrated into one hands - the mysterious Section Nine. Little to nothing know about this cell that was separate from the Kempeitai's operations for a long time and now the commanders of the Matsue Base are holding the whole secret police at their hands.

The Tactical Assault Wing dubbed 'the Byakurō' is a specialized wing composed various assault crafts, mostly the "Chimaera" and "Umibozu" bombers. That wing was designed for the swift attacks and only the light attack crafts are used to form it.

The recent situation around our systems bordering the Republic of Liberty has grown into our great concern. Infiltration into our sovereign space by the Liberty's secret service agents is not acceptable. On this all assets are to pay attention to the systems of: SHIKOKU, KEPLER and GALILEO.

The most important tasks are:
  • Monitor for the Liberty's operations in the border systems
  • Monitor the unlawful element's presence in the region
  • Prevent further infiltrations into the Kusari space by the Liberty's agents

Since the peace treaty with the House of Gallia was signed like we so or not the new way to enter the Gallic space was opened through the Kusari territory. With that the chaos in Naval Forces have caused the increase of unlawful actions linked with illegal contraband and piracy acts within our borders. All operatives are to assist the State Police officers in order to counter and eliminate all and any attempts of smuggling of contraband goods.

It seems that Artisan Farmer Alliance, which was a concern for us for many years have finally blown it's disguise as lawful farmer unity and shown it's unlawful roots. Our operatives took part in recent operation to prevent a mass defection of Kusari Naval Forces officers some of which have escaped using the Farmers direct help and support against the loyal to the Kusari Naval Forces. They are clearly went against the law enforcement units and thus we are to put the end on their activity in Kusari.

All Kempeitai operatives are to locate and destroy any Farmer Alliance vessels within the Kusari Sovereign space, use of lethal force is granted. Good hunting gentlemen.

Since the lockdown of the Tohoku Planetary Arch after the 113th Hanta-Iseijin incident and Kusari military presence in Tohoku had been significantly reduced. We understand that it turned Tohoku into a weak spot that may be used by the Republic’s enemies. Additionally, with the collapse of 113th Squadron, the reconnaissance operations in the Omicrons had been ceased. A group of Kempeitai operatives are required to use the existing data and provide the detailed report on the situation in the sector.

Operatives have permission to enter any system connected to them in order to collect the necessary navigation information. Considering the environment of the Omicron sector, Kempeitai pilots are allowed to use any contacts to ensure that the mission will be completed.

Primary objective: Collect data on Tekagi's Arch and the surrounding space. Everything of value must be recorded, such as hostile ship patrols, star objects, everything. The Kempeitai is tasked to gather every single bit of information on the system possible by the Ministry Of Defense.
Secondary objective: Collect data on Omicron-92, Omicron Minor and Omicron Delta. Information about the Order’s operations in the area have higher priority.
Tertiary objective: Locate planet Gammu in Omicron Kappa system. According to last reports, the group of robot-controlled units operating in Sigma-13 space originates from it. It’s necessary to have full data on their military potential.

NOTES:

While operating in Order-controlled space, operatives are to avoid contacts and stay away from scanner range. In case the operative is followed, it’s up to his own decision to avoid combat or engage the opponent before more hostile units arrive.

Due to known presence of Iseijin in Omicron sector, extreme caution is advised. Operatives are to avoid combat situations with them, yet all the encounters should be logged and reported afterwards.

The operation's primary objective is considered a high priority mission for the Agency. All units are to be instructed, access to the available information gathered by the Naval Forces is granted. Prepare yourself.

Other departments of Kusari Intelligence suspects that Liberty has been supporting Bretonia by providing them with military-grade equipment as well as Light-armored combat-vessels. With the increasing flow of commerce passing by Kusari on a daily basis, we lack the manpower to monitor and deal with every shipment passing. Naturally, such a situation is present for almost any authoritative organization in all the four houses. But, we can increase the effectiveness of the monitoring by using the Hogosha to act as our eyes and ears in Kusari Space. These people deal with merchants on a daily basis, and have been found positioning themselves in chokepoints where they can commit piracy-strikes. Fabricating a scenario by utilizing a mining vessel filled with ore, will hopefully spark a piracy attempt conducted by members of the Black Dragon Society. This incident will be recorded and then used to blackmail the Hogosha to aid our monitoring-efforts inside Kusari Space.

Due to the unexpected decision made by the Black Dragon Society, all monitoring activities on Hogosha pilots has been resumed in Kusari Space. Any data retreived on criminal activity is to be recorded and logged on this database, I will then proceed with forwarding the relevant evidence to Kaigun Taishō. Greater focus is to be made against members of the Black Dragon Society, although any Hogosha pilot is still considered a valid target.

With the successful results from Operation: Cloud Control, the Junker Congress have taken a new offensive, fighting the new battle through information. In an attempt to counter future attacks as well as bringing the battle back to them, the Dragon's Tooth have dedicated all intelligence assets with the goal of getting them in bad terms with all the other Houses, especially with the Rheinland Government. Their deceit and slander against His Imperial Majesty will not go unpunished, they will know the true wrath of Kusari. In return we must also assist in collecting intel on IMG vessels shipping uncut diamonds and transports smuggling gaian wildlife contraband.

In an effort to increase the effectiveness of Kusari's military assets against the Bretonian house, we have been tasked with the job to gather valuable battle-intel of the Leeds system. Any key military structures and/or weak-points of the enemy's line of defence needs to be identified and retrieved for analysis. This is a stealth mission, cloak and dagger tactics are applied. Use intelligence gathering units only, no formal combat operative ships may be used. Avoid enemy contact at all costs. If your unit has been compromised, proceed to checkpoint Oscar-Niner and await further instructions.

A Bretonian Raiding Party known as the Privateers have increased their activity once more in Kusari Fields. In order to effectively hinder their mission, a new combat operation has been constructed in an attempt to counter all attacks from the Privateers. Primary combat assets will be reassigned to Kusari Core Space where they will be instructed to identity, locate and neutralize Privateer presence. Possible attacks from the Golden Chrysanthemums remain a possibility as these two hostile elements have been found cooperating in the past. However, the Blood Dragons are currently hostile towards the Bretonian intruders, a relationship that can and will be used to our advantage during battles.

BATTLE REPORT 1
- CARGO INTERDICTION

Initiating OPERATION: BURNING ARROW, we dispatched our units and setted up an RV-point near the perimeter of Tau-31 Jumpgate. Moving in formation, we proceeded towards the Magellan Jumphole in order to take down any shipments inbound to Bretonia. Several targets were identified and consequently taken down. Either their cargo was destroyed or the entire ship.

Continuing to the New London system we intercepted a Bretonian-affiliated miner who was shot down on sight. Local enforcement spotted our activity and we had to proceed to checkpoint Epsilon-Five where we hooked left and returned fire. Battle broke out, several targets were neutralized as well as a BAF Battleship. We will continue to push behind enemy lines, and our attacks will be more aggressive.

We are nearing the completion of our core-team. We will of course accept the entrance of new recruits should Section Chief "Overlord" Keiji Shibazaki issue the order. I have managed to carefully go through the dossier of every individual in the Dragon's Tooth Delta Squadron and thus far, what is written on paper holds true on the field. Specialists from all corners of Kusari have banded together under my command, if I manage to solidify their teamwork and emphasize its importance to my squadron, then they will be unbeatable.

• CODENAME: NITO ICHI proved to be an expert in scouting and intelligence gathering, I might consider sending him on a solo mission to target a few keypoints on the enemy's defensive lines. This might prove to be beneficial in future engagements.

• CODENAME: PROMISED PAIN is one of our newest additions, he has shown great promise in regards to his combat abilities although requires additional training in stress-management during high-pressure situations. Nothing that can't be fixed.

BATTLE REPORT 2
- KYUSHU SKIRMISH

Received a distress call originating in the Kyushu System. Source of the signal came from sector Foxtrot-Three. Dispatched my combat unit along with CODENAME: TANTO. Spotted four Kusari Naval Pilots being engaged in combat with four Blood Dragon pilots. Myself and TANTO put ourselves in a stand-by position until such time the allied forces would require our assistance. After a time had passed one of our allied units had to retreat due to extensive hull damage received by the enemy pilots. I initiated by sending in TANTO to bolster up our defences once more while I took an observatory post.

However, it didn't take long before my assistance was required as well, enemy resistance proved to be strong. Three Blood Dragons were neutralized, one managed to successfully initiate his cruise engines and retreat without getting shot down. A failure on my part as that meant he we was able to retrieve the escape-pods of his allies.

BATTLE REPORT 3
- CARGO INTERDICTION

Initiating OPERATION: BURNING ARROW, dispatched myself and CODENAME: PROMISED PAIN to attempt set up a blockade between the trade-lane connecting Stokes Mining Station and Planet Leeds. Identified one Percheron closing in from the Kusari side, planning to land on unknown Bretonian base. Target refused to drop cargo and was subsequently destroyed, as well as the beryllium.

During this scene the enemy Bretonian forces were engaged with a Corsair group known as the Shaulanca. The Bretonian forces proved to be very resilient, taking down numerous targets as well as inflicting heavy hull damage on the remaining Corsairs. We intercepted and aided the Corsairs to take down the remaining Bretonian forces. Known neutralizations confirmed on IAB Timberwolf and BAF Commodore Clay. Other hostile targets either managed to retreat successfully or were shot down prior to our entrance.

All intelligence assets the Dragon's Tooth Delta Squad posses must be sent down to Liberty territory to track down Navy Pilots belonging to the Primary Fleet. I want files on all of their equipment loadouts. The ones of particular interest is equipment identified belonging to the Bretonian-house. I believe we have all fought in the Leeds front-line to know what they are called and the image of the projectiles when fired. However, I will only make this clear once. Under no circumstances are you allowed to trespass any of their highly-secured guard systems.

BATTLE REPORT 4
- PATROL\EMBARGO ENFORCING

Patrol squadron of 2 units CODENAME: BLOODTHIRST and CODENAME: SHINIGAMI launched to enforce the word of law over Kusari space.

Encounter #1 took place in New Tokyo system, beta-five. An Outcast signal appeared on scanner and moved on azimuth 120 towards Shikoku gate. Was intercepted near gates with another Outcast fighter unit that was pursued by KSP officer. After a short fight both Outcast fighters where destroyed.

Encounter #2 took place on Kyushu Planet's High Orbit. A cargo of Military Vehicles was intercepted in attempt to leave Kusari soverign space towards TAU sectors.
After refusing to comply to direct orders cargo and vessel where successfully neutralized.

Encounter #3 took place when squadron received a distress call from KSP officer. He was pursuing GC Affilated Pirate Transport carrying a cargo of contraband goods. Police served its purpose well and transport and it's cargo where eliminated.

Encounter #4. Order Gunboat on New Tokyo High Orbit. Was escorted out from Kusari space towards Sigma 13 sector.
