We received a tip from some of our business associates in Hokkaido about Rheinland Military officials meeting with the Kusari Naval Forces. Two Congress vessels went to investigate. One of our ships was stopped by the KNF. The ship had not cargo on board and cooperated fully with the demands of the KNF ship. When the KNF opened fire, the captain of the vessel attempted to surrender but they stated they had direct orders from the emperor to destroy the vessel anyway. Just before its destruction the vessel made a transmission to our other agent in Honshu. We recovered a scan showing the presence of an RM vessel within close range of the KNF. We also noticed that one of your ships was destroyed under similar circumstances as ours. I'm sending you a copy of one of the scans we recovered. Apparently your ship and ours were destroyed so that no one would see this. As I said, they claim the order came directly from the emperor, so whatever was going on there was his doing. Although we've had our disagreements, we have always assumed the emperor's forces would act with honor during these encounters. We were wrong.
