The First Disciple - flynn.benjamin@gmail.com - 02-22-2011 Doom's Disciples Fightercraft Club CHARTER and BY-LAWS ARTICLE I Name and Authority The name of this organization shall be the Doom's Disciples Fightercraft Club. (Referred to as DDFC from here onward) They shall have the authority to operate within the Great Houses of Sirius only with the consent of the local government. Operation depends on compliance with the requirements of applicable house laws, and this charter and associated by-laws. ARTICLE II Purpose, Goals, and Objectives PURPOSE: To establish and maintain a spirit of camaraderie and esprit de corps that will enhance the prestige of all fightercraft pilots, encourage on-going pilot education and skills development, and encourage an atmosphere of fellowhip free of political taint. GOALS: 1. The DDFC will seek to improve morale, promote inter-house fellowship and improve individual flying skills. The DDFC will seek to enhance the base and local community relationship through community service efforts and events by unifying and combining the unique and individual talents of the DDFC members. 2. Each member will participate in the DDFC and support the objectives of the DDFC by setting a positive example and promoting the safety and welfare of all members. 3. Provide each member with the benefits of the collective knowledge and experience of the DDFC, in order to positively influence piloting systemwide. 4. Improve flying skills through mentorship for new pilots and continuing education for all pilots. 5. Establish an effective means of communication with all members to exchange ideas and keep attuned to changes in attitudes and behaviors of pilots. 7. Provide a forum wherein any policy, program, or problem of interest to the members in general, and unit leadership in particular, may be freely discussed in a tactful and constructive manner. 8. Assist in maintaining a high state of group morale and esprit de corps, while encouraging the highest standards of safety, bearing, and behavior. ARTICLE III Qualification of Members SECTION A Membership shall consist of two categories as defined below: 1. Full Member: Any individual who has been accepted onto a charter by way of vote. An active member is authorized to vote upon and discuss all matters in which the member has interests. An active member is responsible for the weekly dues of 20,000 credits. 2. Prospect: Any member who is applying for active membership or is intending to purchase a fightercraft in conjunction with joining the DDFC. 2. Prospects may be accepted regardless of Faction or House alignment. 4. Prospects must show a sincere interest in club. 6. Prospect must be sponsored by one member. 7. Sponsor is responsible for prospect. 8. Sponsor can pull a prospect's colors at his discretion. 9. Prospects must attend all meetings and club functions. 10. Prospects must do anything another member tells him to do, that a member has done or would be willing to do himself. 11. Prospect will stand behind club and members. 15. Prospect members must be voted in. Prospect must pay that day 20,000 credits, (may be waived by President) and shall then receive the club colors. Two 'no' votes equal a rejection. One 'no' vote must be explained. 16. Prospective member's prospecting period is at the discretion of sponsor and the club. Directorship shall decide when vote is necessary. SECTION B: Active participation and support of projects, activities, and functions of the DDFC are encouraged and are the responsibility of every member. BY-LAWS The following By-Laws are set forth for the normal operation and administration of the DDFC. ARTICLE I Offices and Duties SECTION A: The President will be appointed by the Founding Charter. The remaining officers (Vice President, Secretary and Treasurer) will be elected in accordance with the charter of the DDFC, to serve a period of one month. No term limits are implied and officers can serve longer with membership approval. 1. President 2. Vice President 3. Secretary 4. Treasurer 5. Sergeant-At-Arms SECTION B: (Duties of Officers) The duties are as follow: PRESIDENT The President is appointed by the Founding Charter. (With the exception of the Founding Charter President, who shall remain in office until he resigns.) The duties are as follows: 1. Manage the DDFC according to its Charter and By-laws. 2. To act as the personal representative of the club in the area of public relations; as a liaison between the DDFC and local-law enforcement agencies. 3. Preside at all membership and special meetings. 4 Set dates for membership and special meetings. 5. Appoint members to fill elected officer positions as necessary until a special meeting can be scheduled for an election for the vacant position. 6. Distribute a tentative agenda for the next membership meeting. 7. Pre-approve route for organized flights (route map, checkpoints and stops). VICE PRESIDENT The Vice President is elected by the Active Member majority. The duties are as follows: 1. Assume duties of the President in his/her absence. 2. Assist President in the execution of his/her duties as necessary. SECRETARY The Secretary is elected by the Active Member majority. The duties are as follows: 1. Record the minutes of membership meetings and take attendance. 2. Maintain DDFC correspondence files. 3. Serve as member of Executive Committee. 4. Maintain social (e-mail, phone numbers, etc.) TREASURER The Treasurer is appointed by the President. The duties are as follows: 1. To monitor and record the club's income and expenditures. 2. To collect the dues and fines owing by members. SERGEANT-AT-ARMS The Sergeant-At-Arms is appointed by the Executive Committee The duties are as follows: 1. Lead the DDFC in formation flight. 2. To maintain order at club meetings in particular, and club activities in general. 3. To ensure that members adhere to club rulings, policies, and expected models of conduct when dealing with other members or outsiders. 4. To defend club members, property, or territory from outside threats. SECTION C: (Member Duties and Laws) 1. Members will above all, uphold the basic values of Honor, Courage and Commitment. 2. When representing the club, all members will conduct themselves with the highest regard of the club principles. The club must not be tarnished by unrestrained behavior, disrespect of fellow citizens, or acts that generally reflect poorly on the club's image and reputation. 3. Activities will be conducted in such a manner to encourage participation by all club members. 4. Members will always hold the club in high regard. A member will never verbally accost, assault, or slander any other club member. 5. Members will embrace and encourage an atmosphere of skill improvement. 6. No member will destroy club property purposely. 7. No member will take the attitude that he doesn't have to help other members and other members don't have to help him 8. No member will go against anything the club has voted for and passed. 9. No member will get together on their own and plan something for themselves on club flights s. It will be brought up to the whole club and the whole club will participate in anything that is decided upon. 10. The club will always stay together on flights, events, etc. and will not fraternize with club's rival clubs. The only way a member will be permitted to leave the main group will be to notify the president or whoever is in charge. When the time comes that the majority feels it is time to leave, we will all leave together. Anyone staying behind for a good reason will do so at his own risk and can expect no help. 11. If you get busted and or go to jail, notify an officer or member so he can arrange for your bail. 12. Absolutely no talking about Club business to persons outside the Club. SECTION D: (Elections, Voting, and Removal) ELECTIONS Elections shall take place bi-monthly. The Founding Charter and Club President may postpone elections on a case-by-case basis as necessary. Under no circumstances will 18 months transpire without an organized election. Election of DDFC officers shall occur whenever an officer for any reason leaves the unit or if an officer tenders his or her resignation. VOTING Voting for the election of officers will be by verbal vote with the majority ruling. The candidate for each position with the most votes wins. REMOVAL 1. Failure to pay his dues according to the section dealing with the paying of dues ARTICLE II Organized Flights SECTION A: ORGANIZED FLIGHTS 1. Flightplans will be planned out in advance during member meetings. 2. Although routes may be subject to change, changes must be discussed ten minutes prior to the flight. 3. Routes will be mapped out with check points and scheduled stops. 4. All routes will be submitted to the President for final approval. 5. Organized flights are mandatory. SECTION B: WEEKLY MEETINGS 1. Will consist of event briefings and club business. 2. Meetings are designed for mentorship purposes and fightercraft awareness. ARTICLE III Meetings of the DDFC SECTION A: Weekly Meetings (General Membership Meeting) Shall be held for the purpose of electing new officers, disseminating other business, passing on new information, discussions, and welcoming new pilots. All members will attend monthly meetings. A record of all meetings and attendance will be maintained indefinitely. ARTICLE IV Revisions, Adoptions, Amendments, and Review SECTION A: REVISIONS/ADOPTIONS The adoption and or revision of this charter and associated by-laws require the approval of a majority of votes of the active members present at any meeting, provided a two-week written notice is given the DDFC. Any revision to this charter and associated by-laws will not conflict with any Founding Charter directives. This charter and associated by-laws will not take effect until reviewed by the first acting and/or subsequent elected positions of the President, Vice President and Secretary. SECTION B: AMENDMENTS This charter and associated by-laws may be amended or abolished in whole or in part by a unanamous of the active members present at any meeting. Any amendments to this charter and associated by-laws will not conflict with any installation or higher headquarters directives. Any amendments will not take effect until reviewed by the Founding Charter and the first acting and/or subsequent elected positions of the President, Vice President, and Secretary.
