RP-related threats are allowed on the server.
6.10 Player reputation and conduct must match player actions. For instance a player may not dock on a base belonging to the persons whom they are attacking or being attacked by.
Consequences: We don't talk like that, Sir. You made a pretty conscious effort to insult a player so you have 14 days off to think about it.
As for you wanting to pirate, you can't with a vigilante ID. As your IFF is Bowex, I'm sure they wouldn't appreciate a pirate amongst them. So, you will find yourself jailed as well until you decide what you want to do. Note that when you come back, if you choose a pirate's life, your reps will change accordingly. So, post back in 14 days and let us know what you want to be.

My 14 days are up, please put me back to NY System. I still want to be a Vigilante, we already discussed this issue. As for the rep, l don't care, as long as I am flying under Vigi tags and my rep stays all green, like it is now.
