Summary

The GMG wishes to form a Strategic Alliance Partnership (SAP) with Synth Foods Inc. This partnership shall incorporate trade pacts for the importation of foodstuffs, the export of saleable quantities of fuel commodities under subcontract, and the construction of low-cost dome structures, for the settlements on Planet Miura.

Background

The GMG asset Planet Miura is experiencing rapid economic growth. Uranium production is on a steep upward gradient to cope with sector-wide demand for fuel. This growth in turn is leading to increased settlement construction to service the expanding mine operations.

Such growth is not without its problems. The major logistical problem facing Miura is lack of infrastructure to service the settlements that service the mines. Open-air constructions are not possible due to the arctic climate on Miura. The Terraforming scientists on the planet cannot give any certainty of future, stable temperature rises, so we must plan for a frozen future here.

This is a particular concern given the shift from margin-based profit reporting to volume-based. Under the margin schema, forced and indentured labour serving in secure underground facilities was sufficient to meet demand. As fuel exports have exceeded the capacity for this labour pool, the Guild has opened the labour market to free settlers such as Guild Citizens, refugees from the Tau conflict, and general foreign labour.

At present, buildings consist mostly of used shipping containers, some underground secure facilities, and even ancient designs of igloo. Movement between buildings is by underground passage, insulated surface connections, or polar suit.
Proposal

In order to provide logistics and infrastructure for citizens and settlers, the Guild would like to offer Synth Foods Inc a Strategic Alliance Partnership, on a par with alliances we have with the various Zoner groups, and Kishiro Technologies.

Terms

Synth Foods Inc is encouraged to:
1) Increase existing importation of Synth Paste, to ensure the Guild's food security.
2) Develop and maintain biodome constructions on Planet Miura, with a view to improving the amenity of settlements there.

The GMG is encouraged to:
1) Allow Synth Foods Inc to export saleable quantities of GMG Fuels, under subcontract to its main contracted distributors.
2) Increase Guild food security by allowing Synth Foods Inc access to Guild Commercial and Paramilitary technology.

Concerns

1) Subcontracting arrangements - under the existing fuel contract, the Guild's partners Kishiro Technologies and Republican Shipping are free to impose conditions on any subcontractors. This may include levies, additional trade destinations to supply the partners, or other requirements.

The Guild shall do its best to ensure reasonable trade reciprocity for Synth Foods vessels. Rest assured, any attempt to impede Synth Foods vessels shall be seen as an attack on the GMG's food security, and be dealt with most harshly.

2) Hostile parties - since the rejection of the Artesian Farmer's Alliance (AFA) as a tender candidate, Guild Paramilitary has flagged this group as a potential source of criminal action against Synth Foods and the GMG. The Guild is interested in any intelligence Synth Foods can supply concerning this group, or any groups originating out of Rheinland.
This is in addition to the normal gamut of hostiles and pirates that infest our trade routes.

Conclusion

I urge the Executive of Synth Foods Inc, to indicate a positive response to this SAP document. If we can move forward to a final ratification on Planet Miura, then I believe there is no limit to the economic advantage we can achieve together.

It is my intention to expand on the excellent relations we have enjoyed, and it is just and fitting that we enter a new era in partnership.
