Sehr geehrte Frau Bommel,
While we entirely understand the logic behind your decision, allow me to forward you a proposal conjured up as a result of a conversation between Admiral Voelkel and Direktor Regenkurt.
We recommend establishing a central bank account owned by the manager of the database, let's name it RCDB-1, for the sake of convenience. As a first step, all fines paid by violators seeking redemption would be transferred to this database.
If they do pay the fines owed, the cash should be distributed to the specific organization catching the violator in question and filing the report thereof.
Being case specific: Herr Schneider, a smuggler hauling artifacts is caught by Kommissar Rex of the RFP at Hamburg. Schneider gets away, so Herr Rex makes a report of the smuggler getting away to the Rheinland Criminal Database. Suffering from trauma and the lack of sleep, Schneider eventually decides to pay the remedy of his crimes to the bank account RCDB-1, thus his crimes would be forgiven. Now, since Kommissar Rex of the RFP reported the smuggler in question, the specific organization receiving the fine would be the RFP.
A parallel example could be Hauptmann Rudel of the Rheinwehr catching smuggler Sowietpanzer with cardamine in his hold, who gets away. Hauptmann Rudel reports the case, the smuggler pays up and thus, the cash he paid gets transferred to the Rheinwehr account.
