Konnichiwa honorable Shoguns, We are sure no special introductions are necessary as our groups have prosperous relation for some time now. We've managed to work together in many occasions and take down Emperor's puppets and corporations, bringing them defeat after defeat.

We are proud of the actions taken against the enemies of the Taishogun by your organization, yet we can't afford to re-assign our Katana fighters to external parties, especially now this new battlefront has been opened in Okinawa and Sigmas. Konnichiwa again, honorable Dragons. We completely understand your position, however, We'd like you to hear us out.
You know better then anyone that Kusari is a very dangerous space. We'v successfully faced Emperor's villains in the past, and we intend to do so in the future.
However, with the war raging in the Sigmas, and a new threat in the form of alienated Naval forces, the risk factor has increased substantially. We know, it's part of our business, but even so we find it very hard to fight off all types of very small Kusarian craft with our Eagles. With situation like that, we have decided to ask for a small help from you, the true heirs of Kusari throne.
Now, we are aware there are all kinds of backstabbing mercenaries around. We are also aware of the low trust factor towards those groups. However, we are humbly requesting you that you give us a task to prove our allegiance to you.
We can promise you a few things.
1. We will never turn our backs to neither the Dragons, nor the GMG. We are fighting for more then just the money, we are fighting for Kusari's better future.
2. If ever approved, those ships will never leave Kusari space. They will never be used for any other contracts then for those of the Blood Dragons and the Gas Miners Guild. Furthermore, those ships will only be employed against the Naval forces, Hogosha and their alienated counterparts. To ensure this, we can employ your IFF on those ships.
3. We are willing to offer a substantial deposit and fulfill any tasks you may have for our Agency.
4. You will of course keep the right to remove those ships from our possession without questions asked. And we really mean it. If you ever need those ships back, or if you find our conduct unsatisfying, we will return the ships immediately.
5. We can offer you a long-term contract in exchange for your trust.
However, if it is absolutely impossible for us to employ said ships, we will of course honor your decision.
If it is somehow possible, please give us a task to prove our allegiance.

First of all, I will apologize on behalf of the Shogunate for such a late response, due to an internal issue we had to deal with. I understand the kind of threats that you are facing in Kusari as the Naval Forces or the Hogosha in hands of Corsair technology may represent, but now the Shogunate evaluated your claims in the bounty board we set up and given your success there, we don't see why you would need those ships known as Katana, ships we need right now and which are rarely built.
But I will be brief this time: The conditions you listed before seemed acceptable but I will repeat what the Shogunate Office exposed before: We will deny your request.
