When I launched my vessel, I was met by no less the 10 fighter craft swarming around Rochester base, 4 of which were you. As you may, or may not know, the Junker Congress has instated a rule of a No Fire Zone within 5k of any Junker installation. This fight was happening within 2k of our base, and I ordered you all to retreat back to a safe 5k distance from out base, it keep it out of harms way. You all failed to act on my order. As a result, my vessel fell under heavy fire, which is unacceptable for those who use our stations. As of now, I have ordered the dock-masters on all Junker bases to deney any requests from your vessels to dock. If you are interested in being able to once use out installations, I expect a prompt answer as to why you opened fire on congress assets. Once again, this answer must be prompt, and provide good reasoning.
