So, I'm planning on getting myself a BWT soon just to fly from place to place, trading whatever happens to be there.
Now, for RP, I was considering places a certain prefix/tag before my ship's name: ITV- or ITS-
Independent Trade Vessel / Ship

So, my question is, is using a prefix/tag okay without being in a faction?

Sure is, I mean, why shouldn't it be ok?

Just make sure that you're NOT using a tag that belongs to an official faction already. That can cause confusion when someone is doing a quick /fi (faction invite) - and of course, using tags without being in the faction is a bad thing. (As in slightly punishable by having a report filed against you and the admins renaming your ship and maybe taking some money from you because of it. It's a minor rules infraction.)

Considering I've never seen or heard of any ship using the ITV- / ITS- tag, I doubt anyone's using it.

This has all official factions plus a few unofficial (but really active) if I'm not mistaken.
