As far as I understand, constant CD attacks can be a valid reason to shoot back? (well, as far as I understand the idea behind 5.3,b). Or only from civillian vessels? And if it's a valid reason to shoot back, ie considered an attack, are cruisers allowed to repeatedly CD transports (until the bomber/gunboat wing arrive), and not fall under 6.7?
