Ok, lets say for example we have pirate group, either it be vannila one or new player made one.
Would it be allowed if the said group opened a "pirating board" where for example people would pay them to pirate specific target for -insert amount of times-
What do you think ?

Sounds fine.
It looks like a bounty, could be posted in the bounty board, but I guess those who have to pirate should be wearing Pirate ID (I think that was your plan).

Hm. Interesting idea.
Don't see the problem here, from ID to targets.
Pirating, with some nuances like death conditions or something.
Not that the one posting the bounty would care that much.

Yeah, ofc if its faction with its limits in ZoI and its diplomacy it will target only those who can (and it would made such board, or others would give them such task to reflect that)
And if its a pirate ID, they could be greedy bunch who decided to use their talents of hunt and pirating to earn even more money. So they basically pirate the target + get payed for doing so
