The reason I am contacting you is that I have heard there has been another communique sent by you listing those who are allowed to trade within your borders. Unfortunately I was unable to respond to that communique directly because my comms officer lost it. I have been informed that my ship is not on your new list to trade within your space and among your people.

I humbly submit my first request and the approval to trade within your borders. If this is acceptable I ask that my name and ship is added. If not, please inform me of what I must do to be added to your list of acceptable traders.

Monsieur, I kindly request you don't bother us directly with things like this. We have an office dedicated strictly for these sort of things, and sending a communication directly to the Office of the King is quite an insult. You're lucky I was able to get ahold of this prior to my father.
