Grise Fjord Shipyard, January 817 A.S.

Senior Agents Wilson and Carter were sitting at each their end of the long table in the conference room. Wilson was holding a PDA and had his eyes peeled at the little screen, a slight frown on his face indicating either concentration or disapproval. Carter was not sure.


'€Here. Read it. Now I know what you are going to say Carter, but please '€“ he is all we got.'€

Agent Wilson put the PDA on the table and slid it all the way down to Carter's end. Agent Carter looked Wilson in the eyes for a few moments before picking up the PDA and reading. Only a few seconds passed before Wilson slammed the PDA to the table and looked up.

'€My God, you can't be serious?! All this psycho-babble '€“ the guy is practically a civilian! A degree don't mean a goddamn thing out here. I can't believe you are suggesting this, Wilson!'€

Wilson smiled slightly '€“ a calming smile '€“ and held out both his hands, the palms facing Carter in an attempt to disarm his famous wrath before it fully unleashed itself.

'€Look just read the whole file. He is a good guy. He taught at Alert Station for 15 years. Heck, he has been out here for longer than I have! I checked the records, and I actually had classes with him when I recruited long ago. He is fit for the task, believe me.'€

Carter kept starring at Wilson even after he finished talking, clearly in disbelief. He shook his head before once again picking up the PDA, mumbling under his breath:

'€Everybody is off their rockers these days. It's pencil-pushers like this that get their crew killed.'€

Taught several socio-psychological classes on the criminal mind, the criminal element, the nature of terror and fundamentalism (Browne is the 67th most quoted scholar on The Order in Liberty mainstream media), and has undergone the usual LSF Agent training programme.

Summary:
Philip P. Browne was raised in an ordinary family on Planet Pittsburgh. He was the only child of two working class parents. After finished regular schooling Browne was offered a scholarship to go to the University of Manhattan, where he excelled in the field of non-intrusive experimental psychology, not using drugs, torture or other means to achieve the goal. At the time a growing peace movement flourished at the university, so the Professors took kindly to Browne's work awarding him the highest honors upon graduation. He then served shortly in the Navy before LPI took him on. At Sugarland he had his own special unit with prisoners from different and opposed Sirius criminal factions, and through a series of social experiments he tried to achieve peace and harmony between the prisoners. The experiment culminated after 2 years with a total riot in the special unit, resulting in the death of one LPI prison guard and 78 prisoners. The experiment failed, but Browne had his valuable research, and published several volumes on the subject. On a conference for Liberty psychologists on Planet Erie 802 A.S. he was approached by the famous and brilliant Dr. Strohan and following joined the LSF and relocated to Ellesmere. Browne has been assisting the LSF in its analytical work but his primary role has been teaching recruits in mandatory classes such as '€Prison handling: How to avoid law suits'€, his soft approach and choice of subject not being the most popular among young LSF recruits. The esteemed LSF Ace Pilot Bucky Stevens summed up Browne's teachings in the following words: '€True, a Xeno in a Starflier would no doubt blast him into spacedust, but chances are Browne would have talked the Xeno to death before that would ever happen'€.

'€Ok ok, I know he is not the standard captain, but he is all the we have. With the recent losses in Alaska, we are short of captains and he is the only one that meet the minimum requirements. He has the clearance, he has leadership experience and he knows how to follow orders. Besides he knows the ship through and through '€“ he's been out here with us for 15 years! It's a long stretch to spend in Ellesmere if you ask me.'€

Agent Wilson took a deep breath after delivering the speech. He knew Browne was the right man for the job, and if Carter would come to his senses he would see that too.

'€So... You want us to put this man in charge of 60 LSF crewmen and several hundred millions worth of military machinery?'€

Carter spoke without looking up, as if talking to himself.

'€Again he has the clearance level and we both know that the ability to keep a calm head and to follow orders and regulations are crucial for a captain in Liberty space.'€

Wilson stood up and straightened his tie. Carter finally raised his head, looked straight at Wilson while slowly speaking.

'€I know we are short of decent subjects. But I still need to be fully convinced. He hasn't done active duty. Put him in a small ship with a handful of crewmen and let him serve undercover with the LPI. Have someone create him a false ID and an entry into their database, but get it cleared with them first. We could use some first hand accounts of the new TLAGSNET in practical use. We will monitor how he is doing and postpone this decision until we can fully assess his ability. Make it happen!'€

On that note Wilson left the conference room and headed for the docking bay. He was already way ahead of things '€“ he had briefed Browne and said things in motion with the LPI. A Grizzly freighter had been allocated and a crew of 5 unknowing LPI officers selected, all they were waiting for was Browne, who should be arriving at Moorhead Station, Minnesota right this moment. Browne had already been briefed. His assignment was to operate as a senior LPI officer carrying out normal LPI duties successfully. Browne was to submit a log to Agent Wilson directly.
