Liberty Trade Embargo on Rheinland - The Republic Of Liberty - 08-10-2011

The purpose of this document is to detail the economic embargo implemented by the Liberty Government, concerning trade between Liberty and Rheinland. This version supersedes any and all previous versions of the embargo document.

Any vessel in violation of this embargo, and which resists arrest by the forces of Liberty, will be terminated. Vessels which evade capture or destruction will have their docking rights in Liberty space revoked.

Note: All forms of legal passenger transit are permitted across the Liberty - Rheinland border.

For the purposes of this document, the borders of Liberty space are defined as the entrances to the Bering and Hudson from Texas, and Bremen from the New Hampshire system. Members of the Liberty Forces are authorised to enforce this embargo on both sides the border.


Section 1: Travelling from Liberty to Rheinland

No goods may be transported out of Liberty across the border with Rheinland, regardless of the origin or destination of the cargo. The following factions have exemptions to this rule.

1.1) Deep Space Engineering and Ageira Technologies vessels may export:
- Gate/Lane Parts
- Toxic Waste

1.2) Zoner Guard vessels, displaying the correct ID and IFF, may carry the following goods to Freeport 2 only:
- Deuterium
- MOX
- Pineal Amulets
- Ship Hull Panels

1.3) Planetform vessels may export:
- Alien Organisms
- Terraforming Gases
- Water

1.4) ALG Waste Disposal vessels may export:
- Scrap Metal
- Toxic Waste

1.5) Interspace Commerce primary shipping vessels (IC| only) may export:
- Consumer Goods
- Optical Chips
- Oxygen
- Water

1.6) Independent Neuralnet Department vessels, supplying Bonn Station, may export:
- Bio-neural Processors
- Boron *
- Holo-tainment Bands
- Luxury Consumer Goods
- Nanocapacitors
- Niobium
- Optical Chips *
- Pharmaceuticals
- Platinum *
- Super Alloys
- Superconductors *
- Ship Hull Panels
- Tobacco
- Wine
* For items marked with an asterisk, a single [IND] vessel may only have a maximum of 500 standard cargo units worth of these commodities.


1.7) Orbital Spa & Cruise vessels may export:
- Luxury Consumer Goods
- Luxury Food
- Tobacco
- Wine

1.8) Cryer Pharmaceuticals official representatives (Cryer| only) vessels may export:
- Pharmaceuticals
- Synthetic Marijuana

1.9) Synth Foods vessels may export:
- Food Rations
- Synth Paste
- Luxury Food
- Water

1.10) Universal Shipping Incorporated official representatives ([*USI*] only) may travel to Rheinland with any commodity they wish as long as the destination is Battleship Westfalen.

Vessels found in violation of Section 1 will be ordered to redirect their course of travel away from the Liberty-Rheinland border, or must forfeit their cargo to the forces of Liberty. Continuing an attempt to cross the border will warrant the immediate destruction of the offending ship.

Section 2: Travelling from Rheinland to Liberty

All goods may be transported from Rheinland into Liberty. However, the following goods are restricted imports, and only certain factions may bring them in to Liberty:
- Engine Components
- Ship Hull Panels
- Light Arms
- Military Vehicles
- Nuclear Devices
- Plutonium
- MOX

2.1) Universal Shipping, Ageira Technologies and Deep Space Engineering vessels may import:
- Nuclear Devices

2.2) Independent Neuralnet Department vessels may import:
- Ship Hull Panels
- Engine Components
Violations of Section 2 will lead to the confiscation of the offending ship’s cargo. If the Liberty forces vessel cannot contain the entire cargo being seized, the remainder will be destroyed. Should the offending vessel attempt to prevent the cargo being seized, the vessel will be destroyed.

Section 3: Requests for Exemptions

The Liberty Government is aware that exceptions and exemptions need to be made to parts of this document from time to time. Parties seeking these privileges should direct their enquiry towards to the Liberty Office of Trade and Commerce.

3.1) All relevant applications must contain the following information:
- Your identification papers, designation, and IFF. (// ID, IFF, and name or faction tag.)
- The commodity you wish to import or export.
- The source and intended destination of the cargo.
- A very good reason why the Liberty Government should grant this exemption.

3.2) The Liberty Government reserves the right to:
- Reject an application if it does not fulfil the guidelines set out in point 3.1 of this document.
- Reject an application with a good reason and provide an explanation as to why the application was denied. If the application is salvageable, you will be advised on the changes that we would like to see.
- Cancel, at any time and without prior warning, a special exemption to this document, should the conditions of the exemption be violated.
- Ask for a deposit of credits to ensure that the deal is adhered to. This deposit will be of a size deemed acceptable by the Office of Trade and Commerce. The deposit will be refundable if the parties cancel the exemption legitimately. The deposit will not be refundable if vessels which fall under the agreement are found to break the conditions of their exemption.
