Just because action is getting taken against the IMG, does not mean it will be the same action.
The IMG are worth far more to Kusari then the CR.

Solution:
IMG ships Niobium through Bretonia to Rheinland.
Due to Silver now no longer able to be shipped to Kusari, IMG mines copper ore and ships it to Newgate Prison in Bretonia.
Problems solved, life moves on, Hogosha die out from lack of silver intake.

Simple, really. IMG's only bases aren't in the Taus, they even have a shipyard well away. The IMG has access to pretty much anything that can be mined. They'll simply mine more gold and copper, and not silver or niobium, infact, there's a certain route to take niobium to rheinland where you don't go through core systems. Of course...the Dragons will frown on that.

And they don't need to sneak past the BMM, IMG relations with the BMM are currently neutral-unfriendly, but still neutral, and both IMG and CR's relations with the bretonian government are neutral. However, they might get a bit more friendly due to current events, don't know.
And as for police popping IMG transports? Well, I'm just gonna have to put on my non-caring-gank-face on here and say that the CR/IMG doesn't really have to give a **** about kusarian laws anymore and can use any type of vessel to escort whereever, not to mention, once Panz gets online and CR/IMG HC can get things sorted, bad things are going to happen to all of kusari, including civilians.
That is, if the IMG| can't find some neutral way out of it. If we like it or not, CR is bound by IMG decisions in a situation like this, but if the KSP/KNF/AFA/Hogs think they're gonna have some easy IMG convoy kills, they are dead wrong.

Yep, wealthy, and might I add they have the CR along with them ? Which is a totally militaristic nation backed up BY the IMG's wealth ?
Not to mention Kusari is in a war, even IF they're winning, their supplies are still thinned out and the bulk of their fleet is fighting Bretonia. And considering the events of LD14 and Battleship Westwaffel, the Kusarian fleet turning towards the taus will give the brets an upper hand and possibly take back stations ?
