Ausländer - Kanzler Schulte - 09-04-2011 In the middle of the room, two solitary chairs sat, both looking so small and insignificant against the backdrop of the glorified monuments. For now, the room was empty, however, the clammier in the hallway outside foreshadowed the impending entrance two separate parties would make in a few moments. The Door to the room opened, and a calm fell over the noise and bustle. Representatives filed into the room one by one. Everyone seemed to be smiling, greeting one-another, though in reality, they had no choice in the matter as sincerity was often the first casualties of diplomacy. As the small delegations shuffled to their seats and took their places, the two most important figures of the day walked into the room. The first one in, a man with neatly trimmed blond hair and commanding stride, gestured to his counterpart to take a seat. The talks had begun, though not a word had yet been uttered. Ausländer - Doc Holliday - 09-04-2011 He stood tall in the room, his robes flowing around him with his straight brimmed, black hat atop his head. Before the Rheinland delegation arrived, he studied the grandfather clock with his hands clasped behind his back. Smirking, he reached into a pocket for his gold pocket watch and flipped it open. He looked at it and then at the big clock. "Perfect...as always," he said approvingly. He put the old watch back in his pocket and returned his hands behind his back as he waited. As the delegates filled the room, he shook the hand of the man who gestured him to sit, obviously, the man he would be doing the most dealing with. "Dr. John Henry Holliday," he said as they shook, "it is an honor to meet you, Sir." Once sat down, he removed a datapad from his pocket so as to keep his notes in order. "So, Sir, where do we begin?" he asked of his counterpart, "I have a few things of my own to bring up as I'm sure that you do." Ausländer - Kanzler Schulte - 09-06-2011 Braking away form the handshake, Rheinhardt allowed Holliday to find a seat. Following suit, the Kanzler took his own. Nodding at the emissary's words, he spoke.
[font=Century Gothic]Herr Holliday, allow me to first of all welcome you to Rheinland. I am not aware of you visiting in a diplomatic capacity previously but I will say your reputation as a peace maker proceeds you. [font=Lucida Console]The Kanzler motioned for a steward. Behind him, a well groomed man presented a silver tray containing two elegantly carved crystal glasses containing a clear liquid. Rheinhardt took one for himself, and took a small sip before setting the glass down. The steward offered Holliday the remaining glass while the Kanzler began to talk.
[font=Century Gothic]I do apologize for the great delay in your meeting me, however, it was unavoidable. Seeing as we have been delayed long enough, and the diplomatic situation is in Sirius is ever in motion, I do encourage you to take the lead in these talks if you are so inclined. Ausländer - Doc Holliday - 09-06-2011 Doc accepted the glass and sipped it's contents. "Very good," he commented, "I will have to get some of this to bring to my estate when we're finished." "No apologies necessary, Kanzler," he began, "I know that you are a busy man so no need to apologize." Doc looked at his datapad, trying to keep his issues in order, making sure that he touched on the issues he wished to discuss. "I'd like to commend the Rheinland government on it's respecting the freedom of the Zoners on Freeport 1 in the Omega 3 system. What could have been a disaster turned into mutual respect. I know that Administrator Summers has been pleased with the outcome." Doc paused a moment, "most of those injured are fully recovered. For now, Kanzler, let us put Omega 3 on the back burner for a moment." "Zoners have found Rheinland to have a lot of what we need in the far reaches of space," he continued, "MOX for our many bases, engine components for our ships and varieties of food that we have purchased both in Stuttgart and Munich. I know that we have traded iridium and deuterium for these items. We wish to be able to continue doing that as a people. I'm sure it keeps your own trading companies free for other issues and we can traverse areas of space without the conflicts they would face." "Kanzler," he asked, "If you are OK with this continuing, either I can continue or you may have something of me. As I said, I have much to discuss on Omega 3 and Bretonia." Ausländer - Kanzler Schulte - 09-06-2011 Rheinhardt waited for the guest to finish, then opened up with words of his own.
[font=Century Gothic]Doctor Holliday, it is indeed good to see that what could have been a tragedy to both our peoples turned into an opportunity so swiftly. I would still like to express my personal regret that any zoner lives were harmed in the actions which happened at freeport one. Your peoples have my sympathy. [font=Century Gothic]We do appreciate the trading going on between your peoples and the Nation of Rheinland. Such action give us opportunities to both lower standard market prices in Rheinland on some goods, while gaining access to others that are quite rare in the house sectors. I myself am not fully aware of everything that is traded at the moment, but it would be easy to find out after talking to the secretary of trade. While these are important issues, I doubt you have come all the way here to thank us for Rheinlandic hospitality and our business. It would indeed be fine with myself if you were to continue onto the matter of Omega 3. Ausländer - Doc Holliday - 09-07-2011 Doc gave the same respect that the Kanzler gave him and let him finish. Yes, Omega 3 was forefront on his mind. Rheinland working with Kusari was also a concern but for now, it wasn't a first thought. Once the Kanzler finished, Doc continued. "I was called to Queen Carina's court not long ago. I was asked to broker a peace deal between Bretonia and Rheinland." Doc sighed at the thought of Bretonia, "I was surprised due to my many failures with them but the Queen requested my presence and I had a good meeting with her." He leaned forward a bit, "It seems that you both have a cease fire between your houses. Now, I didn't know if you wish to do more than you have already, say, something more permanent. If so, what would your demands be? As it stands, I was told that the ships going to and from Rugen Station will be given free passage from the jumpgate to the base as would Rheinland military patrols. Is that satisfactory or do you wish more?" Doc sat back again, "I admit to Bretonia being a sore spot of mine but perhaps if we can work something, both the people of Rheinland and the Zoners of Omega 3 can be seen in a better light by Bretonia. Forgive my being foward but I don't think either house can afford to fight each other and succeed with their conflicts. If I can make life a little easier for all involved, this trip will well be worth it." Doc finished and took his glass in hand, taking a drink. Ausländer - Kanzler Schulte - 09-10-2011 Herr Holliday, I appreciate your willingness to come to the table and act as a go-between for our two nations. Allow me to address your questions on Rheinland's requests for a lasting peace to be established in omega 3. [font=Lucida Console]The Kanzler paused for a moment, drawing a deep breath.
[font=Century Gothic]Rugen station and its connection to Rheinland is currently the foremost concern of Rheinland. Another primary concern is the fact that LNS warships are basing out of bretonia and launching strikes into omega 7. LSF and USI have also been spotted there, doing convoy raiding. So long as Bretonia allowed there marauders to base out of their nation and attack Rheinland, I do not see how a lasting peace can be achieved. Other then that, our terms are nebulous. The only two concrete demands we have is that Rugen remain in the Rheinland sphere of influence, as well as a path from Rugen to the heart of Rheinland. The other is that all liberty navy personnel and LSF personnel in Bretonia retreat from the omega 3 system and any other systems bordering Rheinland as well as not be allowed to base attacks upon Rheinland out of Bretonia territories. Of coarse, there are more notions we desire Doctor Holiday, such as the freedom of the IMG and zoner assets in omega 3, as well as a buffer zone between Rheinland and Rheinlandic stations, and Bretonia and Bretionian stations. These are secondary concerns however, as the safety of our nation is required to be the pivotal point of our foreign policy. Ausländer - Doc Holliday - 09-10-2011 Doc nodded in acknowledgement as the Kanzler spoke. He understood his concerns and appreciated his desire to want freedom for both the IMG and the Zoners in Omega 3. "A buffer zone," he thought to himself. He remembered mentioning to the Queen of making Omega 3 such a zone. He also remembered her insistence that this never come up again. As much as he wanted to mention it, he held to his word. "I understand the frustration of Liberty Navy ships being allowed through," Doc explained, "I will tell you this though, the only way Bretonia will disallow them into and through their space is if Rheinland disallows Kusari Naval ships from doing the same. Zoner patrols have spotted them going to Cambridge via a jumphole in the Omega 3 system. If each side disallows their guests to pass then neither House fights a two front war. I think this is crucial to establishing peace." He took a sip of his drink, "You know, there is a way where we could get that buffer zone of which you speak AND get freedom for the IMG and Zoners of Omega 3. If peace was restored, I have no doubt that they would move some of the heavier assets out of the region that were brought in to keep that peace. Kanzler, I know that Omega 7 has two Rheinland companies in it, Daumann and Kruger. It also has it's own group of IMG. If you would be willing to pull Rheinland military ships out of Omega 7, perhaps limiting fighter patrols to Breisen and Elbich and of course, that long range patrol to secure the way to Rugen, it might entice Bretonia, as a show of good faith, to take similar action in Omega 3 thus making both systems free systems." "I know it's a lot, Kanzler, but reducing the military presence of both houses may well be the key," he added. ""If we can do all that, maybe I can try and broker something between Rheinland and Liberty." Doc sat back, allowing the Kanzler to mull over his ideas. Ausländer - Kanzler Schulte - 09-19-2011 Rheinhardt nodded at the closing words of Doc.
[font=Century Gothic]I can certainly appreciate the concerns of both Liberty and Kusari entering this localized conflict. As one who has to deal with Libertonian terrorist actions in omega 7 against our civilians, it does upset me that they are allowed through the Bretonian borders to attack the fatherland. While I am unaware of any Kusari forces targeting civilians, I am sure that Bretonia is facing a smiler situation as we are. We have indeed sent the bulk of Kusari forces away from omega 3, however there is no edict in place to disallow them from using the passage to strike at Bretonia. Before we get into the closing of this first conversation, I would like to address your concerns about the 'buffer zone' between Bretonia and Rheinland. Doctor, you do have good intentions and your proposition is not unreasonable. Infect, there is no need for an overly strong presence in the omegas other then to secure the fatherland from the threat Bretonian poses. If this conflict were resolved, I would be glad to remove the bulk of our forces from omega 3 and 7 and talk about limiting such forces in the future. There is a large obstacle in the face of these actions though. Infect, one might say that there are several. I shall list the two most impotent in hopes that you might relate to our plight. One, the obvious, is Bretonia. Bretonia has shown themselves as aggressive enough to start a war over a polizi fine of less then the value of a modern freighter. I must think about this Herr Holiday, and weigh my decisions carefully. If you were in my place, would you not feel hesitant to pull back from established positions paid for by the blood of your own people in the hopes that someone wreckless enough to spur on the deaths of said men and women over a small financial transaction might show mercy? [font=Lucida Console]The Kanzler paused for a moment, letting his words echo before pressing onward.
[font=Century Gothic]And then there is the second matter. Hessains Herr Holiday. Rebels. Ones not content to go their own way, as the Zoners civilly did once they outgrew their need of laws and colonial life, but communistic oppressors and pirates who wish to press their unwilling agenda into the heart of the fatherland. As I am sure you are aware, they too were recently declared a 'legitimate organization' by the House of Bretonia. [font=Lucida Console]For but a moment, the calm, fatherly air the Kanzler exuded shifted out of focus, a cold flicker of steel draping across his expression.
[font=Century Gothic]Doctor, these men have raped, murdered, killed, and extorted my people. They daily assault and end of the lives of the people I have sworn to protect. With Bretonia's support, which I have no doubt they have, this cancer on the fringes of the fatherland will grow unless treatment is administered against it swiftly and without hesitation. I am unsure of how familiar with our region of space you are, but almost everyone in Sirius has heard of the perils of the border worlds. Omega 7 is the current location of most of these rebel attacks. The hard working men and woman of Dauman and Kruger are the victims. As I have already stated, I expect these incursions to grow in number and ferocity. Therefore, at this point in time I regret to say that a military presence in omega 7 is required. The amount of military resources devoted to this is debatable, but the necessity of our presence in the border worlds is not. I do urge you to remember Doctor, these are not simple pirates who wish to make a mark off the back of our workers. These are heartless men with access to military grade warships of remarkable firepower and who wish nothing more than the overthrow of law and order in my country. Action must be taken and omega 7 is the battlefield. [font=Lucida Console]He shifted slightly in his seat, his hands clasping together energetically, this movement working to dispel the previous atmosphere and restore a lighter feeling to the conversation. He smiled.
[font=Century Gothic]Doctor, you have stated that the Queen of Bretonia asked if you might broker a peace between our two nations. I myself endorse this idea, and I shall share my personal approval of such action. While differences may be present between our two peoples, that does not mean we must waist our effort fighting one another, especially with our own respective Nemesis knocking at our doors. I do believe I have addressed the most impotent concerns of Rheinland thus far and if you are to act as a diplomat between our two nations, I think it is time for Bretonia to have their word. Please feel free to relay these concerns of ours to the Queen, or whoever you must speak to. It is my hope that we might settle this matter quickly, to forestall any more loss of life and restore peace to the omegas. If you have anything to say or question about this Bretonian issue, please feal free to ask. Now that this dreadful matter has been addressed, I would ask you if the Temporary Autonomous Zoners have anything to relay, ask, or inform Rheinland of. If you have the power vested in you by other parties to speak for them as well, I ask you at this point to speak freely. While we have left the matter of Bretonia behind at this juncture, Rheinland cares for the maintenance of our good relations with the zoners, and the mending of any trespasses we are guilty of. Are there any closing statements you would like to make before we retire for the evening? Ausländer - Doc Holliday - 09-20-2011 John listened as the Kanzler spoke, carefully listening to each word he spoke. He nodded his understanding, keeping his hands on his lap as he listened. "I don't pretend to be a military mind," he explained, "but I do understand your needed military presence in Omega 7. I don't know the Red Hessians the way you do but based on what you said of them, I can understand it. My dealings with them have been virtually non-existent. I can only hope that when I explain this to the Queen that she accepts the reasoning." He sipped his water, "Bretonia has always been my most difficult task. They are very set in their ways. Herr Kanzler, I can only promise to try and again talk to them about this. My only question will be, in an effort to bring the two ruling parties together, that I could host a meeting between you two. It may be better in the long run to bring you face to face. I think both houses have much to gain by it. I would even be willing to host it on neutral ground, my very own home in Gran Canaria." "As for us, the Zoners, there is little we require from Rheinland besides the goods we come here to buy. Rheinland offers much that we use. MOX for the Freeport reactors used in conjunction with plutonium, engine components for our ships and even food stuffs that we don't produce ourselves. We will continue to buy these products." He finished with, "while I don't represent all Zoners, I think most will agree. If you, Kanzler, have nothing further of me, I will make my way to Bretonia." He paused a moment and smirked, "After, of course, a short stop home to visit my wife." |
