You could call that like that i think.
However, it's free to play with 2 Character slots and two slots for economy.
For Captain's Club membership, you pay 12,50'¬ for 10 slost each, plus 10% more XP/credits.
After a month, you can go down to Premium account which basically is the same as Captain's Club, just you don't pay for it.
