Sehr geehrten Damen und Herren,
this is Isidor Kugelblitz from the voluntary Rheinland Police. You may not have heard anything from me yet, so I thought it would be better to also include my ship registration in this report.

Report of an embargo breaker:
I have caught a "Titanic"-transport callsign Rova at Lübeck Border Station in Hamburg system with 4800 units of Copper Ore. It entered Hamburg space from New Berlin system. The ship is licenced by Interspace Commerce.

Evidences:
- Cargoscan
- Ship registration licence

As this was not the route to Manchester System, there was no doubt this Interspace Commerce transport was about to break the embargo.

Law violation: article three §2. To be more specific it is article three §2.6 as this ship is licenced by Interspace Commerce and Copper Ore is not one of the allowed goods.

I stopped him, ordered him to drop the cargo and turn around.
The captain of this ship was surprised at first, offered to just go back and told me I would have no right to stop him. When I insisted he may only go back with empty hold, he just docked at Lübeck Border Station and called me "noob". I felt insulted by this.

Law Violations: §2.4.1, §2.4.4

Afterwards he contacted me via private com and tried to lecture me, at which place I may stop ships. Furthermore he tried to threaten me with the influence of Interspace Commerce by pointing out the presence of Bonn Station in New Berlin system. He also said something about a report but the com connection became unstable and only static noises followed.

Evidence:
- audio log of my ship
There is a complete audiolog, filtered of other static but his. If requested, I can provide it of course.

Thus the corporate law may be applied to him. §2.6.1 and/or article three §5.
The static noises could indicate another violation of §2.4.4.


For unknown reasons my ship electronics malfunctioned completely at this point. Meanwhile he undocked from Lübeck Border Station and continued his flight to Liberty. When my ship electronics came back online again, I managed to track his movement with Tlagsnet:

[24.09.2011 14:52:57] Rova[$82] exited tradelane at Hamburg C-2
He left Hamburg System under the protection of the Liberty forces to enter Hudson system.


To conclude, this vessel has violated the following laws:
Article two:
§2.4.1
§2.4.4, at least two instances
§2.6.1
Article three:
§2.6
§5

I hope this is enough material for the criminal database. He must not go on unpunished. The Interspace Commerce could also be notified about the activity of this Interspace Commerce pilot. However this is not my responsiblity anymore. From this point on the collected material belongs to you.

Guten Tag Herr Kugelblitz,
my name is Renate Bommel and I ze administrator of ze Rheinland criminal database. As you can guess, it's a stressful job, so I'm sorry for the late response.

Well, next time I should faster look into the red blinking incomming mails. One of our patrols in Stuttgart saw this ship too, but only with normal consumer goods, which are fine for Interspace.
For ze next time you caught a smuggler: Can you please send it by yourself to ze RCDB?
Ze voluntary Rheinland Federal Police should also have access to fill a request into it.
Zis would reduce my paperwork considerably.

Unfortunately I zink ze corporate violation can't be applied here. I'm sure ze captain in question was only in contract with Interspace. But to be sure, I'll send the entry permit revocation also to Interspace.
