There are plenty more examples of this... But in all honesty, I'm starting to get very slightly tired of it. It seems like if you're lacking something, anything at all, then Liberty is the place to steal it from. If you were to compare the amount of stuff stolen from each of the houses, you would find Liberty comes out top of the "most stolen from" list.

Because it's the most corrupt house and it's easy to bribe people in order to help you smuggle something out of it. Fits perfectly in the story.

Believe it or not, but Liberty is the most active house around (as in where most of the stuff happens) so it may just be a mechanical effect.
