3 ID's on one ship is more than enough to file a report. I don't remember seeing their officialization thread.
As for the triple faction buildup, I'm not really sure. There's AGS, but they're official.

However AGS-U and AGS-L were made coz there were two sad factions with no officialness.
Gateway)Sea}{somecrap or IMG|Sea}{someothercrap is something else. IMG are one of the highest game time factions along with Gateway being a reasonable faction.

Why not do it on your own?
In my brief stint in a pirate-based Junker group, these Sea}{ lot didn't like some oorp crap that went on and bountied the Junker group. No one paid attention. Maybe they're just trying to whore up some attention this way?
