If an ID permits you to "hunt" a certain faction, that means you are permitted to travel about and attack them if you wish when you find them. If you are free to "engage" them, that means the same thing.

Be mindful of any possible ZoI restrictions, however. This usually applies to Lawfuls - you can't go pirate-hunting in another House unless you've specifically got clearance to do so.

No. You must always Roleplay before attacking another player, which means you will have to say something.

What if a faction member calls for help, you approach and enter the battle to even the odds. Is it still expected to attempt RP or does the fact that your faction mate is outnumbered and has called for help negate this, you would not be helping if not playing out the faction RP?

You will have to say something like 'Assissting X' or similar ( though more then those two words would be good ). That would count as enough RP to go into the fight.
