as long as they are red to zoners - its fine.
there has been a blanket bounty on i think omicroners out there. - as far as i know - those who claim that bounty ( not sure about those that place that bounty ) must be red to the target faction though.
not quite sure what RP is there to fly into a system that is meant to be pretty fortified - but if ppl feel that they MUST do it .... so be it.
