I have seen an option on another forums, when every member could be evaulated by others. The main problem here, when somebody cant trust with another member, without knowledge. With this "modifications", the members can evaulate each others, after succesfull trades, etc.
Just an idea and just a baby, but its opened for discussion...
I know, it need some clarification, but I think this "change" could help to avoid "members" like them...

What you could do is have simply a " Trusted sellers list "
In which you just write/type the name of the person you've had a good / non scammed trade with, no comments or evaluations..
Stick them on a table in the first post. EXAMPLE:
"
1: Mr Sellingdude : 3
2: Mrs sellinggirl : 2
3: Imlazy : 1
4: Selluguds : 1
"

Make few alt's and beat the crap out of guy. He gets banned because one member of community was raging at him. Nope, giving proofs of his actions to admins and letting them decide what to do is better.

A framework for trial by forum. Yea, I see that happening when hell freezes over. Sorry, but this is the silliest idea I've seen in a long time.
Let the admins deal with such folk. Ripping off members of the community is blatant OORP abuse which triggers a 1.2 permban quite quickly if you let the admins handle it instead of crying about it on the forum.
