If you mean "ID"....you dont. Neutral ID's where a means to totally opt-out of roleplay on a roleplay server. If you wanna do that, go play single player.
If you wanna trade and have an ID that fits that, get a Trader ID. Try Newark Station, New York.

and getting a trader to be Neutral won't help you much, you'd still be Trader Id'd.

No chance you'll get a Neutral ID on a Trader character, that's just a lazy copout to get away from Pirates/Terrorists, reason why it isn't given out. The Neutral Tag itself is reserved for the Angels.

I remember when 4.84 came out I got a warning because they raised the price of the Civilian ID, and one of my characters was 39 in 4.83, then 4.84 came out, I was level 40 with a Civilian ID, and one of the admins just happened to nail me even though it wasn't my fault.....I guess it WAS my fault for riding the line... But oh well.
