Does anyone know where i can obtain a bounty hunters passport thing (you know what i mean)
and where i might be able to meet with fellow bounty hunters

Sheffield, Deshima and Rostock sell the identification papers you require. Make sure you are quite well-known to the Guild, otherwise you won't get any papers.
There is a registration database for the Guild (see.ref.03A076)
If you have the correct papers and IFF transponder, you'll be accepted.
