I am contacting you in the light of regrettable events that had happened earlier this day. IMG (who may be referred as "the Guild") would not approve of me cooperating with 'pirates', so I cannot say I in any way represent the Guild as a whole. However, that doesn't mean I cannot in future try to influence my superiors if this negotiations go well. With that in mind, please do not share any information regarding our good standing with anyone, as sharing it might mean a swift end to my career as a recruit of R&E division. I will try to lay out the information about what happened before and during the offense both parties made: 1) Assembly member Kaito Kamida saw the IMG tagged convoy consisting of: two (2) transports piloted by Julia Morrow and Ihika and an escort vessel with pilot Jason Conner inside. 2) Assembly member Kaito Kamida requested that the convoy vessels cut their engines and threatened to take hostile actions if they do not do as per his request 3) Convoy leader Julia Morrow, having superior firepower, refused to comply and ordered her escort, pilot named Jason Conner, to take hostile actions towards Assembly member Kaito Kamida 4) Mara Arin, pilot of Kujira unarmored transporter, contacted convoy leader Julia Morrow who stated their convoy is under fire from a foreign assailant 5) Mara Arin proceeded to offer to call security, but instead of doing so at Julia Morrow's request, went alone from Java to Kyushu 6) Mara Arin arrived on sight to see that pilot Jason Conner and Kaito Kamida are fighting 7) Mara Arin proceeded to try and defuse the situations by requesting both parties to stand down 8) All convoy vessels begin to engage Kaito Kamida's ship 9) All vessels, belonging to both parties stand down and hold fire 10) Mara Arin stands in Kaito Kamida's defense and convoy continues towards Tau space 11) Mara Arin later explains her actions to convoy leader Julia Morrow and is given clearance to resolve this depute peacefully 12) Mara Arin contacts Kaito Kamida and assures him that this conflict can be resolved in a way other then violence This is my best interpretation of how the situation unfolded. If you think you have a more truthful interpretation please state it and I'll modify the information, but note that convoy leader's actions were with best intentions as she had a job to protect the IMG interests. Her actions were founded on previous experiences and well within laws of Kusari and IMG alike. The acts commited by IMG convoy members are unjust and unhonorable. They are such because after pilot Jason Conner's life was endangered, IMG convoy members interrupted the duel between Kaito Kamida and aforementioned pilot making it a three (3) against one (1) fight. The acts commited by Kaito Kamida are unlawful and unfriendly. They are such because threatening a trade convoy in considered an act of piracy and Kamida Assembly clearly stated that IMG is on their list of neutral factions. The aftermath of this event, if I hadn't intervened, would be bad for both sides if any ship was destroyed. The Kamida Assembly would be known as an enemy of the IMG and all it's allies which would cause the Guild to hire Freelancers and Bounty Hunters to hunt down members of the Assembly. The IMG would have made an enemy close to it's Tau headquarters and it's members would always have to be on the lookout for pirate raids in our most used system to get out of Tau space. This may even cause a blockade when security forces aren't around to break it. I am hoping to avoid such a situation by influencing both sides into agreeing to help each other and forget about past conflicts like these. As a member of the Guild I may state what it can offer, but I'm not it's representative and cannot, in any way, assure you that the follwing agreement will be accepted by my superiors. However, I would still like to discuss the matter with members of Kamida family and try to find common grounds. The agreement below is a prototype I've made and cannot come into power until signed by both IMG's Guild Master(s) and Kamida Assembly leader. However it should be known that when asked to halt it was simply to question the Convoy's intentions within Kusari. From what was later displayed it was clear that they were not stopping in Kusari and instead moving through. In this sense had they simply halted and stated there would have been no issue - as the Assembly have no desire to use any resources to halt or assault vessels which will not pose a threat to our economy. A small note on our 'current' diplomacy, or at least ours prior to this event, with the 'Guild'. You are indeed correct that we did not directly hold any bad intentions towards the independent Miners leading to this event – however if considered a threat to the Kusari way of life we reserve the right to act as we see fit. In this case as I outlined above I was unable to find out the convoy's intention due to your Captains pre-emptive judgement as too my actions. After discussing it with my cousin Yukio we agree that it was an unneeded waste of time and resources. Were it as simple as this however we would be willing to put it behind us, however with the clear disregard for honour we are hesitant to consider the 'Guild' as anything more than the current regime of which we fight. It was an insult to, not only myself, but also our cause - it has certainly been 'insightful' as to what motivates this 'Guild'. We are however not interested in further blood shed, and although we doubt we will ever see eye-to-eye with your peers we shall endeavour to hold down our frustration for now - however it would require your 'Guild' to show some decorum in our dealings and above all the honour to carry it through, I will however not hold my breathe. I was transferred to Battleship Hood in a hurry and forgot to pick up the access codes that would grant me entry to the Guild's databanks. I'm sure this accident wouldn't have happened if IMG had more personnel on the R&E division and if it's director wasn't missing. Unfortunately, things are as they are and you'll have to understand that on top of that the Assembly, as it is, is still in a process of acquiring power and influence therefor, most of our Guild's members who's only concern is profit, did not take the time to acquaint themselves with what your cause is and what your intentions are, nor what your policy towards IMG was at the time. The convoy which you tried to question was at a time worth only around 200mil, but in some cases that's only the worth of it's cargo. Having that in mind it's only natural for convoy members to be cautious and act against pirates swiftly. The convoy leader at that time, Julia Morrow, has a policy of never negotiating with pirates and even slight provocation can cause her to act in accordance to that bolstered by the fact that the convoy was almost at it's destination. I hope we have cleared everything up and that I have answered your question regarding the Guild's motives. It nigh time we begin discussing some terms. Mr Henderson, the administrator on Battleship Hood, and I had a talk about what IMG can offer 'pirates', as he called you, and what we will demand in return. In addition, this agreement will be considered void if Kamida Assembly members commit any crimes against IMG of it's allies or if section 3 is violated. 2) Amnesty IMG forgives you all crimes you have committed against it and it's allies and will forgive all crimes you commit in the future. Furthermore, IMG will not put Kamida Assembly nor it's members on it's bounty board. If members of Kamida Assembly are already on the bounty board, they will we taken off. 3) Free travel Kamida Assembly members must allow any and all IMG|, Gateway|, ALG| and GMG| tagged ships to travel without questioning or stopping them. 4) Secrecy IMG, as a lawful organization, cannot support Kamida Assembly, as a semi-lawful organization, in public. IMG may choose a lawful side to keep this agreement a secret, even against Kamida Assembly's or it's members interests in a situation in which a third party observes our interaction. 5) Plundering IMG may contact Kamida Assembly and it's members and declare a ship free to plunder. This may occur if the mentioned ship broke IMG regulations, such as ore mining and transporting. This is what IMG can offer Kamida Assembly under the table. Agreements One, Two and Five appear to be sound enough however point three, and too some extent four, appear to hold a few aspects which we have opposed views towards. Current Agreements Agreement 1 - Accepted Agreement 2 - [color=#33FF33]Accepted Agreement 3 - See Below Agreement 4 - See Agreement 6 Agreement 5 - Accepted Purposed Agreements Agreement 6 - See Below Issue One - Agreement 3 Firstly, Agreement Three States that... Quote: ...travel without questioning or stopping them. Denying us the ability to question your pilots is somewhat unorthodox ' since this could easily lead to a breach in our goals. Since your company does appear to hire the varied array of characters trusting such a group would be hard to achieve fully - without some means of reassurance. Were this to be the case in our agreements the Assembly ask that hould any IMG vessels been seen to, or have been breeching the terms of trading through Kusari, as is stated by the Kamida Assembly then some form of punishment on the individual be enacted. This punishment should be standardised if it were to be introduced. Were such a consideration not put into place we would have reservations concerning the IMG's acts through Kusari and thus not truly allowing us to trust them while within Kusari. We are aware that your convoys are under time constraints however such questioning is vital and if carried out properly can take very little time to complete. Issue Two - Agreement 3 Second, Agreement Three also states that.. Quote:3) Free travel While we are willing to include the IMG in this discussion the companies included in the agreement; Gateway, ALG and Gas Miners Guild, go outside of whom we are currently involving, diplomatic, dealings with. ALG and the Gas Miners guild for example are openly known to supply, or have dealings with, the current Kusari regime. In this way we are not inclined to discuss any agreements with them currently, and were we too do this we would likely do so with them and not through a third party. In this regard I would like to remind you that the only reason that such discussions are being considered is because of the IMG's unattached status to the current Kusari government and corporations throughout Kusari. Were this not the case such discussions would be in many regards impossible. Purposed additions too the agreement. Agreement 6 6) The Kamida Assembly reserve the right too assist any allied vessels, present and future, in combat with the IMG, or any other factions currently being assisted by, or providing assistance for, the IMG. Current Factions which would fall under this category - Blood Dragons This would not directly influence Agreement Four however does influence in a similar manner instead that we will act in a similar fashion with our Allied factions This appears to cover all the aspects which we have viewed to be either unfinished or a possible issue to this current date.
