I'm building up a KNF fighter and noticed that the Gallic Navy is red-hot hostile. I thought they signed a non-aggression pact? Shouldn't they be neutral?
This is a brand-new ship, so no legacy rep

I seem to recall Dab saying that Kusari corps are neutral, but the KNF is still hostile. Kusari corps are allowed into Gallia, but the KNF aren't. The only place where KNF and GRN will interact with each other will be in the Taus, and Kusari fully handed them over to Gallia, so you probably shouldn't be there either.

No, I requested KNF be un-rephacked as well. It was Rheinland I did not request to have the rephack removed because they have no lore to be in Gallia. KNF should be unrephacked. It is probably your restart's reputation. You'll need to bribe the Gallic corporations or kill Gallic enemies in order to fix the rep. Outcasts are the easiest thing for KNF to shoot to fix their GRN Rep.

Tau-23 and Tau-29 are still connected to Kyushu so they are still in the ZOI and ID says I can go there. Thus it seems the factions are expected to be bumping into each other.
Might be a restart bug. Is it possibly tied in with exile rep?

Gallia only wanted Tau 23, and Tau 31 for themselves and got it. KNF can still be in T29, but may not go past the freeport as I recall. Gallia controls the T31 gate in T29.

I made a test char and did /restart kusari. Gallia Navy isn't in the restart rep sheet (although all kinds of stuff like LWB *is* in the rep shee). I headed over to Tau-23 and Gallia Navy was red-hot hostile, shooting at me.
I made another test char and flew the starflea all the way to Tau-23 without changing the default reps or buying an ID or anything like that. Gallia Navy was red-hot hostile, shooting at me.
Looks like it's default Gallia Rep that is the problem.

There is a rep-ninja on the KNF ID that sets the rep to GRN at -7, so it's not possible to get neutral with them. To test this I went to the IMG base in Orkney and bought a bribe for the Gallic Police, which boosted my sympathy rep to GRN to about -4, but as soon as I undocked it was back to -7.
Given the NAP, the repninja for KNF should probably be set to -5, to keep them from being frindly but also keep them from targeting each other when patrols meet up.
