In Shiparch my ship's cost is 1 but in game it's 118,xxx
xxx= some number I don't remember.
Anyone know why?

The shiparch is only the base cost of the ship.
The in game costs adds any equipment that might come mounted on the ship, like a shield.

The package controls what is on the ship, not how much it costs.
The whole ship price is one price, plus any equipment.
Yes, the line "addon = shield01_mark08_hf, HpShield01, 1" is the shield. If you delete that line the price will drop by the shields price.
Or to change the price of the shield, you would have to find its price in the correct ini, maybe marketgoods? I'm not really sure, I haven't looked in their in a very long time.
Also the scanner "addon = ge_s_scanner_02, internal, 1" might be adding a price. It depends though if you are running a mod or not in the files.

Of course. There are many mods that don't sell shields with ships.
