Have you asked the Council about this attempted coup d'etat? And this is your second faction attempt in two days. Seriously, it's unlikely you'll ever gain official status with any of your ideas, without a comprehensive write up, and a serious attitude adjustment.

Hello, you don't know me but...I completely agree with you, and nevertheless, the leaders are always there (Pancake, for example), but it seems that they completely lose interest in their faction. But maybe it's because of their rules (too restrictive). Many independents (whom I am) gived up because of that, without speaking about the fact that, as independent, they ignored us completely when I and friends proposed our help. To finish, you have my most total support if you decide to resuscitate the Council.

At first, just compare your "background" with this. After that, try to read another faction descriptions. After that, repeat it multiple times.
After that, start to build up something in your mind.
After that, try to focus on others advices.
After that, play as an indie and roleplay a bit as your planned characters. Roleplay with others, try to explore the situation.
When you have left your "admiral" ideas and elite behaviour, I'm well sure you could get some buddies who could help you with your plans.

For starters, there is no real difference inrp between [C] and the rest of the Council. That's your first problem.
Second problem is that the idea of your character taking control of this huge faction is totally ludicrous and only serves as self-justification for an event which would never happen.
Your knowledge of lore, and how factions are run, are very lacking. I suggest you join a faction before you try to make one.

Personally, I have already read the background of the Council. But several incoherence seems to me important to underline:
1) "General en chef" as leader of a movement with democratic purpose? Why not rather a " High councillor ". Because at the moment, it looks like a military dictatorship. In a democracy, every military leader takes his orders from a civil authority.
2) The logo of the Council: a "Fleur-de-lys", let us not forget that it is the symbol of the royal house of France ...strange for rebels to the monarchy.
3) The RP: I know perfectly that it is a RP server, but be more tolerant with those who do not speak english well, or discogc is it reserved for an elite?

If the GRN| are currently in the middle of an,unbalanced fight vs BAF| and [Ronin], what would you have your forces do?
Finally, what would your stance be to Kusari and,the Gaians, who both maintain NAPs with Gallia?
