I will adhere to those laws to avoid any ramifications on my behalf. However, it is the policy of our navy not to remove bases that are in the periphery unless there is good cause to do so. Of course, I would never advocate, nor take responsibility for, telling you to break the law as it is written. We in government are working on legislation regarding base construction and zoning.
